Social insurance explains the obstacle to receiving pensions for people when moving houses

Sending a question to the Social Insurance agency, reader N.C.T asked: Mr. T used to receive a pension, because he moved his residence from Da Nang City to Ho Chi Minh City, receiving a pension was hindered. Now he has provided complete personal information in accordance with the law to continue receiving pensions and allowances. He requests functional agencies to consider and resolve it.

Regarding this issue, Da Nang City Social Insurance answers as follows:

Regarding the receipt of dossiers, on October 2, 2025, Da Nang City Social Insurance received dossiers from Mr. N.C.T sent by post, including: Application form (Form 14-HSB); photocopy of Decision dated September 4, 1992; photocopy of Certificate of pension and allowance dated September 20, 1992.

Through inspection, the dossier receiving specialist found that Form No. 14-HSB was not in accordance with the provisions of Decision No. 2222/QD-BHXH dated July 29, 2025 of Vietnam Social Security; therefore, he used a landline phone number to directly call the registered phone number in the dossier, exchanged and clearly informed the content that was not in accordance with regulations and agreed to send Form No. 14-HSB in accordance with regulations to him via Zalo.

However, to date, Da Nang City Social Insurance has not received Form No. 14-HSB in accordance with regulations, even through Zalo.

Regarding the reply to the letter content, on December 4, 2025, Da Nang City Social Insurance received support content from the switchboard 19009068 via Zalo message.

On December 10, 2025, Da Nang City Social Insurance transferred the reply content to the Vietnam Social Insurance switchboard to respond to citizens via email with the following content:

Da Nang City Social Insurance has received the opinion of Mr. N.C.T (Ho Chi Minh City) requesting to transfer the place to receive pensions and social insurance allowances from October 2025 and receive pensions and social insurance allowances for the months not yet received.

Through checking the dossier, he was not named in the list of pension and social insurance allowance payments managed by Da Nang City Social Insurance, so it was not possible to transfer his pension and social insurance allowance as requested, the dossier receiving officer called to clearly inform him of the content (through the phone number registered in the dossier).

At the same time, Form No. 14-HSB of his was not in accordance with the form specified in Decision No. 2222/QD-BHXH dated July 29, 2025 of Vietnam Social Security, the dossier receiving officer sent Form No. 14-HSB in accordance with regulations to him via Zalo. In case of needing further guidance, he can contact the nearest Social Security for specific guidance.

Regarding the implementation of policies and regimes, after receiving the official dispatch from the Propaganda and Support Board for participants, Da Nang City Social Insurance reviewed the process of handling petitions, exchanging and guiding Mr. N.C.T on procedures, dossiers and resolving policies and regimes, specifically:

- You have a practical working time according to the Decision on loss of working capacity of 17 years and 04 months, meeting the conditions to enjoy monthly allowance according to Decision No. 613/QD-TTg dated May 6, 2010 of the Prime Minister.

- On May 13, 2026, Da Nang City Social Insurance will support the preparation of Form No. 14-HSB, copy the dossier for enjoying the regime of loss of working capacity, decide to terminate the enjoyment of loss of working capacity allowance and send it to his residential address as a basis for preparing dossiers to request settlement of regimes according to Decision No. 613/QD-TTg.

On May 18, 2026, Da Nang City Social Insurance issued Decision No. 01/QD-BHXH resolving monthly allowances according to Decision No. 613/QD-TTg, from May 1, 2010, the benefit level is 464,267 VND/month.
