What principles are civil servants assigned tasks according to?
A reader with email ngochanhxxx@gmail.com asked: What principles must be ensured when assigning tasks to civil servants?
The Lao Dong Newspaper Legal Consulting Office replied:
Point d, Clause 1, Article 18 of Decree No. 335/2025/ND-CP regulating the assessment and classification of quality for state administrative agencies and civil servants (effective from January 1, 2026), stipulates that the assignment of tasks to civil servants must ensure the following principles:
Each civil servant in an agency, organization or unit must be assigned tasks with specific quantity, quality, and implementation progress commensurate with the job position.
Civil servants are unable to complete tasks in terms of quantity and quality, so they must immediately report to the person assigning the task to assign another civil servant to perform; this task is still included in the total assigned task, but is not included in the completion results of the criteria for performing the task.
If a civil servant is assigned to take on additional tasks from another civil servant, this task will be included in the total number of tasks initially assigned and will be included in the criteria for performance of the task.
Civil servants assigned temporary tasks, new tasks arising outside the plan (month, quarter, year), this task is calculated in addition to the number of tasks initially assigned and is additionally calculated with the criteria for performance results.
Thus, from January 1, 2026, the assignment of tasks to civil servants must ensure the above principles.
