Criteria for monitoring, evaluating and classifying civil servant quality from January 2026

The Lao Dong Newspaper Legal Consulting Office replied:
Article 12, Decree 335/2025/ND-CP regulating the assessment and classification of quality for state administrative agencies and civil servants (effective from January 1, 2026), stipulates the criteria for monitoring, evaluating and classifying the quality of civil servants as follows:
1. The monitoring, evaluation and classification of civil servant quality is based on general criteria and criteria for performance results.
2. The general criterion for being rated at a maximum of 30 points (on a scale of 100), including:
a) Political qualities, moral qualities, culture of performing public duties and a sense of discipline and order in performing public duties.
b) Professional and technical capacity according to the requirements of the job position; ability to meet the requirements of performing assigned tasks; sense of responsibility in performing public duties; attitude of serving the People, businesses and the ability to coordinate with colleagues.
c) The ability to innovate, be creative, dare to think, dare to do, dare to take responsibility for the common good in performing public duties.
3. The maximum score for task performance is 70 points (on a scale of 100). Method and method of determining the criteria for evaluating the performance of tasks specified in Articles 13, 14, 15 and 16 of this Decree.
Thus, from January 1, 2026, the criteria for monitoring, evaluating, and classifying civil servant quality are stipulated as above.
