Civil construction practice certificate is supervised for traffic works
The Ministry of Construction has just responded to citizens about the scope of civil construction practice certificates.
On the Ministry of Construction's Information Portal, citizen N.B.N.N wondered:
"I am a civil and industrial construction engineer. I was granted the following practice certificates by the Department of Construction of Phu Yen province (old):
Supervise the construction of works: civil - Grade II. The term is from January 7, 2022 to January 6, 2027.
Project management for investment in construction of works: civil - Grade II. The issuance date is October 13, 2022, and the deadline is January 6, 2027.
I would like to ask: With the above certificates, can I supervise the construction of works in the field of technical infrastructure (water drainage system, water supply, leveling, internal traffic of residential areas, lighting, etc.)?
If I can't, then in case I register for the exam/re-issuance of a practice certificate according to the new regulations, can I be granted a certificate for technical infrastructure construction supervision?
When applying for a Grade III or Grade II technical infrastructure supervision certificate, how should I prepare the conditions for experience, documents and project evidence?
After studying, the Department of Economics - Construction Investment Management (Ministry of Construction) gave the following opinion:
According to the provisions of Clause 18, Article 122 of Decree No. 175/2024/ND-CP dated December 30, 2024 of the Government,:
Organizations and individuals granted a certificate of capacity and a certificate of practice according to the provisions of the 2014 Construction Law before the effective date of this Decree can continue to use the certificate according to the field and scope of construction activities stated on the certificate until it expires.
In case there is a field whose scope is expanded according to the provisions of this Decree, it will be applied according to the provisions of this Decree.
In case the citizen has been granted a certificate of practice in supervision of construction of civil works - Grade II, according to the above regulations and the provisions of Section 4.1 of Appendix VII of Decree No. 175/2024/ND-CP, the citizen is allowed to be the head supervisor; supervise the construction of works/construction items from level II onwards; be allowed to supervise the construction of all types and levels of works.
