The Ministry of Construction said that in order to suit the current context, the Lim - Pha Lai railway line that has stopped construction since 2011 will have a new orientation in the period of 2026-2030.
Voters in Bac Ninh province recommended that the Lim - Pha Lai railway project had been implemented since 2005 but had stopped construction since 2011, greatly affecting the lives and production of people within the project scope.
This issue has been raised many times by voters, and the Provincial National Assembly Delegation has also repeatedly raised opinions, requesting the Government, relevant ministries and branches to pay attention. Voters requested the Ministry of Construction to continue considering.
After studying, the Ministry of Construction responded as follows:
The Yen Vien - Pha Lai - Ha Long - Cai Lan project (project) is a project that has had to be postponed and extended since 2011 according to Resolution No. 11/NQ-CP dated February 24, 2011 of the Government.
The Ministry of Construction acknowledges and hopes for the sharing of the government and people of Bac Ninh province about the impacts of the project during the delay and extension period.
To suit the new context, the investment situation of the project, the planning of the Vietnam railway network for the period 2021-2025, with a vision to 2050 (Decision No. 2404/QD-TTg dated October 29, 2025 of the Prime Minister) has oriented investment in the Lim - Pha Lai railway line as follows: Invest in the passenger railway line connecting Hanoi with Quang Ninh; for the Yen Vien - Pha Lai - Ha Long - Cai Lan railway line: Use the infrastructure of the existing Lim - Pha Lai section to build a service road for the Noi Bai - Ha Long expressway; upgrade and renovate the Kep - Ha Long - Cai Lan line to transport passengers combined with goods.
Currently, the Railway Project Management Board is completing the adjustment of the pre-feasibility study report of the Yen Vien - Pha Lai - Ha Long - Cai Lan project according to the orientation of the above planning to continue reporting to competent authorities to continue implementing and promoting the project's effectiveness in the 2026-2030 medium-term public investment plan.
