Policy communication needs to become a mandatory process
The Deputy Prime Minister requested to promote policy communication, considering this a mandatory process; striving for each draft law to have a policy communication topic.
On January 15, Deputy Prime Minister Ho Quoc Dung chaired a meeting of the Central Council for Coordinating the dissemination and education of law on the results of implementing tasks for 2025 and tasks for 2026.
Concluding the Council meeting, in addition to the achieved results, the Deputy Prime Minister pointed out the shortcomings and limitations that need to be seriously learned from. Some tasks set out in 2025 are still behind schedule; inter-sectoral coordination is not tight and unsynchronized.
Policy communication is still not really effective; the allocation and use of funding for dissemination, legal education, legal aid and policy communication still has many problems, and specific instructions are needed soon for unified implementation...
The Deputy Prime Minister emphasized that the tasks of the Council in 2026 require the serious and substantial participation of each Council member. The members of the Council fully promoted their responsibilities and seriously implemented the set plans, considering this a very important step in organizing law enforcement.

The Government leaders assigned the Ministry of Justice - the Standing Agency of the Council to urgently complete the report and work program on the basis of fully receiving comments from members, and promptly submit it for promulgation to organize implementation from the beginning of the year.
Continue to research and advise on the implementation of innovative solutions, improve the effectiveness of dissemination and education of law in the new situation, in accordance with the thinking and requirements of the new era.
Effectively implement the work of disseminating and educating the law, providing legal aid and legal support for small and medium-sized enterprises, households and individuals doing business in the direction of "taking people and enterprises as the center and focusing on the grassroots", focusing on quality and efficiency.
The Deputy Prime Minister also requested to promote policy communication work in accordance with the provisions of the Law on Promulgation of Legal Documents and the Press Law, considering this a mandatory process.
Continue to innovate and improve the quality of legal dissemination and education sections, strengthen coordination with press and media agencies; strive for each law project to have a policy communication topic.
Promote the application of information technology, digital transformation in dissemination, legal education and legal aid; maintain and effectively promote the National Law Portal towards becoming an effective channel of interaction between people, businesses and state agencies.
The Deputy Prime Minister assigned the Ministry of Education and Training to coordinate with the Ministry of Justice to study and advise on comprehensive innovation of legal education in educational and vocational training institutions, ensuring compliance with new policies and regulations.
The Ministry of Justice is assigned to preside over the development and submission to the Prime Minister for approval of the Project "Building a culture of law compliance", creating a legal basis and resources for performing tasks, contributing to raising awareness of the rule of law, forming the habit of voluntarily complying with the law in society.
