Cases of special allowance from January 1, 2026
The new regulations effective from January 1, 2026 have clearly identified the areas and subjects eligible for special allowances.
The Ministry of Home Affairs issued Circular 24/2025/TT-BNV amending and supplementing a number of contents of Circular 09/2005/TT-BNV guiding the implementation of special allowances for cadres, civil servants, public employees and armed forces.
Accordingly, areas eligible for special allowances include:
Pursuant to Circular 24/2025/TT-BNV, the special allowance regime is applied to those working in areas with particularly difficult living conditions.
According to regulations, the subjects entitled to special allowances include:
Officers, professional soldiers, non-commissioned officers, soldiers, soldiers, along with cadres, civil servants, public employees, and workers have been arranged according to the salary table prescribed by the State, workers in the payroll are working at agencies and units under the Vietnam People's Army, the People's Public Security and key organizations;
Cadres, civil servants, public employees and contract workers (including those on probation) have been classified according to the salary table prescribed by the State, working at state agencies, public service units, associations and non-governmental organizations established by competent authorities.
Thus, from January 1, 2026, people working in areas subject to special allowances will receive special allowances according to regulations.
