On the afternoon of April 9, the Tax Department held a national online training conference to disseminate the Automatic Personal Income Tax refund process according to Decision No. 108/QD-TCT dated January 24, 2025. Deputy Director of the Tax Department Mai Son chaired the conference.
Speaking at the conference, Deputy Director Mai Son said that on January 24, 2025, the Tax Department issued Decision No. 108/QD-TCT to implement the Automated Personal Income Tax (PIT) refund process. Accordingly, the settlement of personal income tax refunds according to the process will be implemented from the personal income tax settlement period in 2024.
This is a group of tasks on digital transformation of tax management work implemented by the Tax sector under the direction of the Government, the Prime Minister, the Ministry of Finance on accelerating the process of administrative procedure reform, developing e-Government and implementing digital transformation, to promote the application of information technology (IT) in tax management, simplify procedures for taxpayers and reduce processing time and workload of tax authorities - Deputy Director Mai Son shared.
With the implementation of the automatic personal income tax refund application, the Tax sector has made a long step forward in applying IT and can be affirmed that this is one of the important automatic applications deployed to accelerate the comprehensive and synchronous digital transformation process in tax management with the goal of "Taking taxpayers as the center for service", while continuing to accelerate the process of simplifying tax administrative procedures, thereby saving maximum time and effort in implementing procedures on tax obligations of taxpayers.
According to the representative of the Department of Technology, Digital Transformation and Automation (Tax Department), the automatic tax refund system makes the most of the available information of taxpayers compiled from the database of income-paying organizations and the data declared in the year of the individual. Taxpayers only need to perform extremely simple operations with the function "Income from the personal income tax declaration".
The Declaration of personal income tax calculation suggests automatically filled in tax refund information for taxpayers. Taxpayers only need to go to the eTax Mobile application to confirm the information. Accordingly, the settlement of personal income tax refunds will be automatically implemented to create a tax refund decision and create an order to return information to the State Treasury to pay tax refunds to taxpayers.

Through reviewing data at tax authorities, one of the typical situations is the case of an organization paying deducted income, declaring, and paying personal income tax on behalf of an individual who has not yet paid the deducted personal income tax to the state budget.
Accordingly, the tax authority recommends that income-paying organizations urgently pay the personal income tax deducted from individuals to the state budget to avoid being fined, charged late payment fees and not to affect the automatic tax refund rights of individuals who carry out tax refund settlement.
A representative of the Tax Department affirmed that if taxpayers have any problems, taxpayers need to contact the nearest tax authority; call or send information via email according to the list of civil servants assigned to support and guide taxpayers of 20 Regional Tax Departments publicly listed on the Tax Department's website and on the Regional Tax Departments' website to promptly support solutions to remove problems.
The application of automatic personal income tax refunds has eliminated as much as possible the steps for approving manual personal income tax refund dossiers, thereby taxpayers can automatically receive tax refunds from the system without having to contact tax officials.
