Age standards for new commune and ward cadres after the reorganization

The Hanoi Party Committee has just issued guidelines on the arrangement and assignment of cadres, civil servants, public employees, and workers when rearranging and reorganizing commune-level administrative units of the city.

The standards for members of Standing Committees and Inspection Committees at the commune and ward levels (new) are basically applied as to the standards and conditions according to regulations for members of Standing Committees and Inspection Committees at the grassroots level.

The standards for leadership positions and management titles of communes and wards (new) are basically applied as to the standards and conditions according to regulations for the corresponding leadership positions and management titles of district level.

Standards for civil servants and public employees in professional and technical fields at the commune and ward levels (new) apply training standards according to job requirements for civil servants and public employees from the district level and above according to Government regulations.

In terms of age, first -time comrades participating in the Party Committee, the Government, the Fatherland Front (including socio -political organizations), first appointed and appointed to the position of leadership and higher management, the working time is at least one or more term at the beginning of the congress. Comrades who are introduced to the party committee must have a working time of at least 48 months or more at the beginning of the meeting. The time to start organizing the Party Congress of communes and wards is July in July 2025.

The re -elected officials of the Party Committee may be re -elected to the positions of government leaders and the Fatherland Front (including socio -political organizations) but must still work at least 36 months or more at the time of the election or congress of each organization. The time to calculate the age of participating in the title of leaders of the People's Council and People's Committees of communes and wards is in March 3, 2026; At the time of calculating the age of participating in the title of the Fatherland Front (including political and socio -political organizations), it is expected that right after the Party Congress of communes and wards.

Regarding the re -election of the inspection committee of the committees at all levels, complying with the guidance of the Central Inspection Committee and the City Party Inspection Committee, it is expected that officials to re -election of the Party Committee's inspection committee must have a working time of at least 42 months or more at the time of the Party Congress of communes and wards (July July 2025).

The Hanoi Party Committee noted and paid attention to reviewing, selecting, transferring, assigning and arranging work for comrades at the district level, comrades planned to be members of the district level; commune-level Party Committee members, especially comrades in the current Standing Committee of the commune, ward and town Party Committees with outstanding achievements and outstanding abilities to take on leadership positions in communes and wards (new).

When considering the arrangement of cadres based on qualities, qualifications, abilities, strengths, prestige, experience, work results, specific products, it is necessary to base on the list of titles, leadership positions and equivalents of Hanoi City according to Decision 5931-QD/TU dated November 6, 2023 of the Standing Committee of the Hanoi Party Committee; based on the priority order for selection, in the same position being held, priority will be given to selecting comrades in the higher position planning.

For example, when considering and arranging comrades of the Standing Committee of the district-level Party Committee to the position of deputy secretary of the commune and ward Party Committee (new), priority was given to selecting comrades in the current planning of district-level Party Committee secretaries and deputy secretaries.

When planning a plan to arrange cadres; districts, towns and cities, it is necessary to base on Conclusion No. 35.KL/TW, dated May 5, 2022 of the Politburo and Decision No. 5931-QD/TU dated November 6, 2023 of the Standing Committee of the Hanoi Party Committee on leadership positions and equivalents to propose to the Standing Committee of the City Party Committee.
