Quality and capacity standards for 5 key leadership positions of the Party and State

On behalf of the Politburo and Politburo member, Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 365-QD/TW in 2025 on standards for cadres under the management of the Party Central Committee, Politburo, Secretariat and the framework for standards for cadres leading and managing at all levels.

The regulation sets standards for key leadership positions of the Party and State.

In addition to fully ensuring the general standards of Politburo members and Secretariat, key leadership positions of the Party and State, including General Secretary, President, Prime Minister, National Assembly Chairman, and Standing Secretariat Chairman, also have specific criteria on quality and capacity:

General Secretary:

- Serving a typical role, having high prestige in the Central Committee, the Politburo, the entire Party and the People; being the core of leadership, the center of solidarity, gathering and promoting the combined strength of the entire political system, the entire Party and the entire people and the strength of the times to successfully carry out the two strategic tasks of building and defending the Fatherland, the goal of "rich people, strong country, democracy, fairness and civilization" in the new revolutionary period. Most typical of the morality and intelligence of the entire Party.

- Have a sharp political theoretical mindset. Have in-depth, extensive and comprehensive knowledge in the fields of politics, economics, culture, society, national defense, security, foreign affairs, Party building, state management, etc. Have political courage, sharp thinking, innovation, breakthrough, determination; have the ability to research, summarize practices, develop theory, and strategic orientation; calmly and reasonably in the face of difficult and complicated issues related to the fate of the Party, the nation, and the nation.

- Have the ability to lead and operate the Party Central Committee, Politburo, Secretariat; have the ability to lead the development of a team of strategic-level cadres, especially successors and key cadres.

- Having experienced and completed well the duties of Secretary of the Provincial Party Committee, City Party Committee or Head of the Central Committee, Ministry, or Branch; participating in the Politburo for a full term or more.

- Special cases decided by the Party Central Committee.

President:

- Have high prestige, be a center of solidarity in the Central Committee, the Politburo, the entire Party and the People.

- Have outstanding and comprehensive capacity in all aspects of work, especially in the fields of internal affairs, foreign affairs, security, and defense; have a deep and extensive understanding of judicial work. It is a center for solidarity of social forces and ethnic communities at home and abroad. Resolutely lead and operate according to assigned functions, tasks, and powers.

- Having experienced and completed well the duties of Secretary of the Provincial Party Committee, City Party Committee or Head of the Central Committee, Ministry, or Branch; participating in the Politburo for a full term or more.

- Special cases decided by the Party Central Committee.

Prime Minister:

- Have high prestige, be a center of solidarity in the Central Committee, the Politburo, the entire Party and the People.

- Have outstanding comprehensive abilities in all fields, especially in planning strategies for socio-economic development, national defense and security; think sharply, dynamically, decisively, decisively, promptly decide on difficult and complicated issues related to the executive field. deeply and widely understand the country's national administration, socio-economic situation; world economy, politics and international integration. Have comprehensive capacity in organizing, managing, directing, and operating state administrative agencies and the political system.

- Have the capacity to concretize and effectively organize the implementation of the Party's guidelines and policies, the State's laws on economic, social, defense, security and foreign development.

- Having experienced and completed well the duties of Secretary of the Provincial Party Committee, City Party Committee or Head of the Central Committee, Ministry, or Branch; participating in the Politburo for a full term or more.

- Special cases decided by the Party Central Committee.

National Assembly Chairman:

- Have high prestige, be a center of solidarity in the Central Committee, the Politburo, the entire Party, the National Assembly and the People. Resolutely lead and operate according to assigned functions, tasks, and powers.

- Have outstanding and comprehensive capacity in all areas of work, especially in planning strategies for socio-economic development, national defense and security and in directing the institutionalization of the Party's guidelines and resolutions on law making, supervision of law enforcement and decisions on important issues of the country; ensure democracy, fairness, publicity, transparency, representation of the will and aspirations of all classes of people and ensure that all state power belongs to the people.

- deep understanding of Vietnam's legal system, international law and practice. Having the capacity to effectively and qualitatively manage the activities of the National Assembly and the National Assembly Standing Committee.

- Having experienced and completed well the duties of Secretary of the Provincial Party Committee, City Party Committee or Head of the Central Committee, Ministry, or Branch; participating in the Politburo for a full term or more.

- Special cases decided by the Party Central Committee.

Standing member of the Secretariat

- Have high prestige, be a center of solidarity in the Central Committee, the Politburo, the Secretariat and throughout the Party.

- Have a sharp political theoretical mindset. With extensive knowledge and understanding in the fields of politics, economics, culture, society, national defense, security, foreign affairs, etc., rich in experience in Party building and political system building. Politically proficient, determined in management and capable of harmoniously and effectively coordinating the activities of advisory and support agencies of the Party Central Committee, the Fatherland Front and socio-political organizations.

- Having experienced and completed well the duties of Secretary of the Provincial Party Committee, City Party Committee or Head of the Central Committee, Ministry, or Branch; participating in the Politburo for a full term or more.

- Special cases decided by the Party Central Committee.
