The Ministry of Public Security develops VNeID into a super app

On the afternoon of September 24, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government Steering Committee on science, technology, innovation, digital transformation development and Project 06, chaired the fourth meeting of the Steering Committee.

Concluding the meeting, the Prime Minister emphasized the motto of action: "accelerate, make a breakthrough; proactively and effectively; promptly synchronize; connect; ensure safe information; and people benefit".

All ministries, branches and localities focus on completing the database of their ministries, branches, localities and units in 2025, ensuring correctness, sufficientness, cleanliness, smoothness, and connection from the Central to the local level.

Complete smooth, modern infrastructure, use together, especially in communes, wards, and special zones; arrange enough human resources for digital transformation, promote the movement of "people's education in digital cases", by going to every alley, knocking on every door, checking every person to transform digitally for the people.

The Prime Minister requested the Vietnam Electricity Group to develop a power supply plan for 117 villages without electricity, striving to complete it in November 2025.

The Ministry of Public Security operates and effectively exploits the National Data Center; advises the Government to urge ministries and branches to deploy national and specialized databases; promote the development of the VNeID application to become a super application to develop digital citizens, digital society, manage social order and develop socio-economy.

Strictly handle cases of high alert and data leakage

The Ministry of Construction shall preside over and coordinate with the Ministry of Science and Technology and cities to urgently approve smart urban projects. The Ministry of Agriculture and Environment completes the industry database, especially the land database; the Ministry of Construction builds a real estate trading floor.

The Prime Minister assigned the Ministry of Public Security to preside over and coordinate with ministries and branches to build a national cybersecurity monitoring and control center; strictly handle cases of leakage, data leakage, and system insecurity due to subjectivity and lack of responsibility.

The head of the Government requested ministries, branches and localities to focus on amending and supplementing 466 legal documents to ensure the reduction of administrative procedures, simplifying administrative procedures with 2,051 administrative procedures and 2,041 business conditions in accordance with the plan and roadmap approved by the Prime Minister.

Noting about ensuring funding and human resources for the development of science, technology, innovation, and digital transformation, the Prime Minister pointed out that the Ministry of Home Affairs should soon complete regulations on job positions for civil servants and public employees and submit them to competent authorities.

At the same time, adjust salaries and allowances for cadres, civil servants, public employees and armed forces after reorganizing the apparatus and organizing local governments at 2 levels.

The Prime Minister assigned the Ministry of Finance to allocate sufficient State budget according to proposals from ministries, branches and localities, in which priority is given to capital for key projects.

The State Bank and joint stock commercial banks have effectively and accurately implemented the low interest rate of the VND500,000 billion credit package to promote investment in science, technology, innovation, digital transformation and strategic infrastructure.
