Prime Minister Pham Minh Chinh attends the Vietnam Private Economy Forum 2025
On the afternoon of September 16, Prime Minister Pham Minh Chinh attended and gave a speech at the Vietnam Private Economy Forum 2025 High-level Dialogue Session (VPSF 2025).
On the afternoon of September 16, 2025, in Hanoi, within the framework of the Vietnam Private Economy Forum 2025 (VPSF 2025), the Summit Dialogue Session took place solemnly with the participation of nearly 1,000 delegates who are leaders of the Party, State, Government, central and local ministries, departments and branches; representatives of international organizations; experts, scientists and the private business community nationwide.
Speaking at the Forum, Mr. Dang Hong Anh - Chairman of the Vietnam Young Entrepreneurs Association, Chairman of VPSF 2025 affirmed that with the spirit of "mutual support", the private business community, with the core role of the Vietnam Young Entrepreneurs Association, is committed to pioneering the implementation of strategic initiatives with great influence.
In particular, pioneering the implementation of the National Program to train 10,000 CEOs to foster a next generation of business leaders with Heart - Vision - Talent; Initiating and implementing the program "Each young entrepreneur leads two new entrepreneurs", contributing to the strategic goal of converting 5 million individual business households into businesses, creating a strong business class from the platform.
At the same time, pioneering in developing and applying the Vietnam Private Enterprise Competency Index (VBCI) as a comprehensive diagnostic tool, helping businesses self-assess and develop a roadmap to improve competitiveness systematically.

Over the past 3 months, the Organizing Committee has implemented 12 local dialogue sessions across the country, attracting nearly 5,000 delegates to attend. From direct discussions with businesses and local authorities, over 3,000 opinions and suggestions were gathered, fully reflecting the practical breath of the private business community in many industries and fields.
Opinions revolve around core issues: Policy mechanisms are still overlapping, access to capital is difficult, logistics costs are high, administrative procedures are not convenient, there is a lack of high-quality human resources, along with urgent requirements for digital transformation, innovation and enhancing national brands.
Ahead of the High-level Session, on the afternoon of September 15, 4 thematic dialogue sessions were held, gathering representatives of leaders of many important ministries, economic sectors, associations, corporations and typical private enterprises.
The highlight is that the private business community not only reflects difficulties, but has also demonstrated a proactive and responsible spirit, providing specific policy initiatives, from building national brands, promoting key trade, developing green logistics infrastructure, to the sandbox mechanism for fintech and proptech, or national strategy for talent and training successor leaders.
