In the context of increasingly fierce strategic competition between major countries, traditional and non-traditional security threats intertwined, enhancing national defense and security potential is not only a requirement to protect the Fatherland from the outside, but also a task to protect political and social stability, protecting the people's hearts from within. The 14th Congress documents emphasized the need to closely combine strengthening national defense and security with socio-economic development, between protecting the Fatherland early and from afar with maintaining a peaceful environment for national development.

In particular, the national defense posture associated with the people's security posture and the people's heart posture need to continue to be firmly consolidated right from the grassroots. Promote the subjective role of the People in protecting national security, building self-management models, safe residential areas, closely linking economic development, ensuring social security with maintaining social order and safety.
