According to the Department of Home Affairs, implementing the direction of the Chairman of the Provincial People's Committee at the regular meeting in October 2025, the unit is presiding over and coordinating with relevant agencies and units to study and develop a plan to reorganize the Construction Investment Project Management Boards.

On that basis, the Department of Home Affairs requests the Department of Finance, the Department of Construction, the Department of Agriculture and Rural Development, the Management Board of Nghi Son Economic Zone and Industrial Parks, together with the Management Boards of Construction Investment Projects and the People's Committees of communes and wards to give their opinions on choosing between the three options mentioned or propose other options, clearly stating the advantages, limitations and reasons for choice.

Project Management Boards are required to review and evaluate the results of organization and operation; analyze advantages, disadvantages, and difficulties in performing tasks (especially the implementation of transitional projects, site clearance, coordination with authorities at two levels, etc.).

Previously, on October 17, the Department of Home Affairs submitted a document to the Provincial People's Committee on approving the plan to reorganize public service units and state-owned enterprises under the management of the province. Accordingly, the construction sector currently has 34 public service units, of which 31 units are under the Provincial People's Committee (including the Institute of Planning and Architecture and 30 Construction Investment Project Management Boards) and 3 units under the Department of Construction.

According to the plan, the Department of Home Affairs proposes to keep the Institute of Planning and Architecture, the Center for Construction Quality Inspection and the Traffic Construction Maintenance Management Board, operating public passenger transport activities as units that self-insure regular expenditures or more. The Motor Vehicle Inspection Center is proposed to be equitized in 2026; if it cannot be implemented, it will be dissolved.

For the 30 Construction Investment Project Management Boards, the Department selected the option of establishing 3 specialized Project Management Boards under the Provincial People's Committee; keep 25/26 Regional Project Management Boards (except for Nghi Son Regional Project Management Board) under the Central People's Committee of the area to continue performing the task of investor, site clearance and support consulting for the remaining units.
