Temporarily suspending the organization of patriotic emulation congresses at district and commune levels
The organization of the District and Commune Patriotic Emulation Congress will be temporarily suspended until the arrangement and organization of administrative units is completed.
Minister of Home Affairs Pham Thi Thanh Tra has signed an official dispatch to the People's Committees of provinces and centrally run cities on temporarily suspending the organization of Patriotic Emulation Congresses at the district and commune levels.
Previously, on May 20, 2024, the Central Emulation and Reward Council issued Plan No. 01/KH-HDTDKT on organizing Patriotic Emulation Congresses at all levels, towards the 11th National Patriotic Emulation Congress in 2025.
On May 21, 2024, the Ministry of Home Affairs also issued Instruction No. 2823/HD-BNV to implement this plan, in which it is expected to organize district and commune-level congresses in the first and second quarters of 2025.
However, implementing Conclusion No. 127-KL/TW dated February 28 of the Politburo and the Secretariat on continuing to reorganize the apparatus of the political system, including the policy of "respecting and orienting the merger of some provincial-level units, not organizing at the district level, merging some commune-level units, implementing the 2-level local model" and "temporarily suspending the organization of commune and district-level party congresses", therefore, the Ministry of Home Affairs proposed that the People's Committees of provinces and centrally run cities direct the temporary suspension of the District and Commune-level Patriotic Emulation Congresses until the arrangement and reorganization of administrative units is completed.
In particular, the Patriotic Emulation Congress at the provincial and centrally-run city levels is still expected to be held in the fourth quarter of 2025.
