Merging the Department of Primary Education and the Department of Secondary Education
From March 2025, the two Departments of Primary Education and Secondary Education under the Ministry of Education and Training will officially merge, named the Department of Public Education.
Decree No. 37, effective from March 1, replaces Decree No. 86/2022/ND-CP dated October 24, 2022 of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Education and Training (MOET).
According to this Decree, the organizational structure of the Ministry of Education and Training will reduce 5 units, from 23 to 18 units.
Especially after the merger and streamlining, the Department of Primary Education and the Department of Secondary Education were merged into the Department of General Education.
The Ministry of Education and Training has not announced the personnel structure after these two cases were merged.
Previously, the Department of Secondary Education had the function of advising and assisting the Minister in state management of secondary education (basic secondary school and high school); assisting the Minister in promulgating regulations on standards, compilation and editing procedures for secondary education programs; Organizing appraisal and development of secondary education programs...
The Director of the Department of Secondary Education is Associate Professor. Dr. Nguyen Xuan Thanh.
And the primary education case helps the Minister perform state management of primary education; Promulgating the Primary Education Program; Organizing the appraisal of elementary textbooks, approving textbooks allowed to be used in primary education institutions; guide the selection of textbooks in educational institutions to implement the primary general education program; Guide the implementation of Primary Education Program; teaching equipment, reference materials; methods and forms of teaching organization; Check and evaluate the learning results of elementary school students.
Dr. Thai Van Tai is the Director of the Department of Primary Education.
Decree No. 37/2025/ND-CP stipulates the organizational structure of the Ministry of Education and Training to reduce 5 units, from 23 to 18 units including:

4- Department of National Defense and Security Education;

18- Vietnam Institute of Educational Sciences.
