Regulations on professional review after service in the People's Public Security
The Ministry of Public Security has answered readers' questions related to considering professional transfer when performing public security service.
Mr. Lo Van Minh (reader's name has been changed) has fulfilled his obligations to the People's Public Security (CAND).
Mr. Minh intends to apply to the People's Public Security school by taking the same exam as this year's high school graduation exam.
"The Ministry of Public Security asked me, if I do not have enough university passing scores, can I be considered for a professional transfer like I am in the army?" - Mr. Minh wondered.
Regarding the above recommendations, feedback on the electronic portal, the Ministry of Public Security said that Pursuant to Clause 2, Article 9 of Decree No. 70/2019/ND-CP of August 23, 2019 of the Government stipulating the implementation of obligations to participate in the CAND; Article 2, Article 6, Point a, Clause 2, Article 13 of Circular No. 64/2023/TT-BCA dated November 15, 2023 of the Minister of Public Security, stipulating that it shifts to a professional service regime for non-commissioned officers for the expiry of the service term in the army in the People's Court:
Sub-officers who are required to perform their duty to join the People's Public Security for a period of 24 months, when their term of service in the People's Public Security expires, will be considered for transfer to professional status if they ensure the conditions and standards prescribed by the Ministry of Public Security and are included in the professional transfer quota for five officers whose term of service in the Public Security expires.
The police units and localities will conduct professional transfer reviews in order of professional reviews from high to low, until all targets are achieved ( targets are completed).
According to the information provided by readers, readers who have fulfilled their obligations to join the People's Public Security (not allowed to change jobs), readers who intend to be admitted to the People's Public Security school by taking the same exam as the 2025 high school graduation exam, reader Lo Van Minh is a free candidate.
In case the reader is admitted to the People's Public Security schools, he will study at the People's Public Security schools.
In case reader Lo Van Minh is not admitted to the People's Public Security schools, he will not be considered for professional admission because the police unit and locality where reader Lo Van Minh's service term in the People's Public Security has expired have completed the target.
