Hai Phong: The highest spending level for retirees is up to 6 million VND
Accordingly, Resolution 41/2025/NQ-HĐND of the Hai Phong City People's Council has stipulated the level of expenditure for visiting and wishing Tet Nguyen Dan, visiting sick people, and subsidies for officials under the management of the City Party Committee Standing Committee, people with meritorious services to the revolution and some other subjects in the city.
The highest Tet gift level, which is 70,000 VND/person, is given to the following subjects: Vietnamese Heroic Mothers; revolutionary activists before January 1, 1945, wives (or husbands) of revolutionary activists before January 1, 1945 who have passed away and are permanently residing in the city.
Many pensioners holding titles and positions receive high Tet gift spending from Hai Phong city. Details are as follows:



In addition, Bach Dang Club, Trung Dung - Quyet Thang Club were given gifts of 20,000,000 VND/club.
In case the Standing Committee of the City Party Committee, Standing Committee of the City People's Council, and leaders of the City People's Committee visit and give gifts directly outside the above expenditure level, they will be given in-kind gifts of 1,000,000 VND/case.

Subjects currently enjoying monthly social insurance benefits: There are 348,600 gifts (including 2 groups of subjects, corresponding to 2 gift levels), specifically:
Group 1 (level 1, 800,000 VND/place): 316, 530 places, including: People enjoying monthly pension benefits (297, 741 people); Retired ward and commune officials (18, 789 people);
Group 2 (level 1,300,000 VND/person): 32,070 allowances, including: People injured in labor accidents (5,489 people); People enjoying monthly loss of working capacity (6,370 people); People enjoying benefits according to Decisions: Decision No. 91/2000/QD-TTg dated August 4, 2000 of the Prime Minister on subsidies for people who have reached retirement age at the time of stopping enjoying monthly loss of working capacity allowances and Decision No. 613/QD-TTg dated May 6, 2010 of the Prime Minister on monthly allowances for people with 15 years to less than 20 years of actual work that have expired the term of enjoying loss of working capacity allowances (3,689 people); People currently enjoying monthly death benefits (16,522 people)...
Thus, monthly pensioners will receive a Tet gift of 1,800,000 VND/person with a total of 316,530 gifts on the occasion of Binh Ngo Tet 2026.
Bac Ninh: Highest spending level up to 2.5 million VND
According to Resolution 67/2025/NQ-HDND stipulating the level of gifts for people with meritorious services to the revolution, relatives of people with meritorious services to the revolution; longevity wishes, longevity celebrations for the elderly; poor households and social protection beneficiaries in Bac Ninh province, the specific Tet gift spending level is as follows:


In the social security policy system, giving Tet gifts to people with meritorious services to the revolution and people receiving pensions and allowances is an annual, familiar activity but carries many layers of meaning, going beyond material value.
