Localities such as Ho Chi Minh City, Can Tho, Hai Phong, Nghe An... have come up with a plan to streamline the payroll after not organizing at the district level and arranging at the commune level.

The Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at 2 levels (Government Steering Committee) has just issued Official Dispatch No. 03/CV-BCD to the city Party Committees and provincial Party Committees on the organization of the apparatus, cadres, civil servants and public employees when implementing the arrangement.

According to the orientation, 100% of the existing district-level positions are transferred to the commune-level positions; it is possible to increase the number of provincial-level cadres, civil servants and public employees to the commune level.

At the 39th conference on April 15, the Ho Chi Minh City Party Committee approved the plan to merge 273 wards, communes and towns to 78 wards and 24 communes, corresponding to a reduction of 62.6%.

For surplus, depending on each case, recruited, received, transferred, rotated to work at agencies, organizations, and units in the political system of newly established administrative units according to task requirements or enjoy regimes and policies for retirees, severance payers, and staff reduction.
