1. Information and documents on organizational structure
a) Project on the organizational structure of the Government according to the National Assembly term without being approved by the National Assembly.
b) The project to establish new, merge, consolidate, divide, separate, and dissolve ministries and ministerial-level agencies has not been approved by the National Assembly.
2. Information and documents on cadres, civil servants, public employees and armed forces
a) Documents on the establishment and management of cadres under the management of the Politburo and the Secretariat have not been made public.
b) Documents on policies, reports, opinions, comments, assessments, and submissions on the election, appointment, transfer, rotation, assignment of authority, dismissal, resignation, discipline, and termination of employment for cadres, civil servants, officers of the People's Army, and officers of the People's Public Security under the management of the Politburo that have not been made public.

a) Projects, plans, and implementation plans of the Party and State's policies and guidelines on the work of building and managing the team of cadres, civil servants, and public employees with impact and influence on politics, economy, and society that have not been made public (except for the provisions of Point a, Clause 2, Article 2 on State Secretariat to the extent of confidentiality).
b) Documents on policies, reports, opinions, comments, assessments, and submissions on the election, appointment, transfer, rotation, delegation of authority, dismissal, resignation, and discipline of heads of units of agencies under the Government, deputy heads of type 2, deputy heads of departments, deputy heads of the hospital, deputy heads of offices, deputy heads of agencies, units under central party committees and agencies, ministries, branches, ministerial-level agencies, the Vietnam Fatherland Front, and equivalent or more that have not been made public (except for the provisions of Point b, Clause 2, Article 2 on State Secretariat of the Confidential Level).
c) Documents on policies, reports, opinions, comments, assessments, and submissions on the conferment, promotion, demotion, and stripping of general ranks in the armed forces that have not been made public.
