On behalf of the Politburo, the Secretariat and the Steering Committee for Digital Transformation in Party agencies, I would like to send my congratulations to the Propaganda Department and the Central Mass Mobilization Department. The launch of the Mobile App today is not only a technological event, but a concrete testament to the innovation of the Party's leadership method in the digital age.

The Propaganda and Mass Mobilization application was born in the context of the requirement to increase the provision of accurate, timely information, proactively orient ideas, strengthen trust, create high unity in the Party, consensus in society and play a very important role.
This must become an accurate and reliable information channel, contributing to bringing the Party's guidelines and policies, the State's policies and laws to cadres, Party members and the People quickly, intuitively, vividly and easily accessible; at the same time, it must be an effective tool to support ideological work, grasp public opinion, the people's thoughts and aspirations; promptly detect new issues, sensitive issues, issues arising from the grassroots to have solutions to propagate, mobilize, persuade correctly, accurately and effectively, contributing to building a solid ideological foundation of the Party in new conditions, in line with the development trend of the times.

Launching a new application is just the beginning, more importantly, how to operate it to make the application truly effective and timely in performing political tasks.
I request the Central Propaganda and Mass Mobilization Committee, together with relevant agencies and units, to continue to perfect the application in a synchronous, unified, easy-to-use, safe and sustainable direction. Technology must serve people, serve political tasks; absolutely not formal, not following the movement. Each feature must have clear goals, clear subjects, clear effectiveness.
Ensure information content is accurate, timely, in-depth, convincing, closely linked to the reality of the country and the lives of the people. The work of editing, censoring, and updating information must be given top priority, considering this a decisive factor in the reputation and spread of the application.
Closely link application operation with innovation in propaganda and mass mobilization methods. Not only providing one-sided information, but increasing interaction, listening, and dialogue; effectively orienting ideas, creating social consensus as the highest goal.
And finally, to apply the activity effectively, I suggest that the Central Propaganda and Mass Mobilization Committee coordinate with the Steering Committee for Digital Transformation of Party agencies to immediately build a set of periodic effectiveness assessment indexes. We do not evaluate by the number of instalments, but by the speed of response to hot issues, by the satisfaction rate of people when sending feedback and by the ability to orient information in cyberspace. Every application must bring about practical results in accordance with the direction of General Secretary To Lam.
