Social housing buyers are not allowed to submit applications for many projects
The government stipulates that each social housing buyer is not allowed to simultaneously register to buy at multiple projects at the same time.
This content is stipulated in Decree No. 54/2026/ND-CP dated February 9, 2026 of the Government amending and supplementing a number of articles of Decrees in the field of housing and real estate business.
Decree No. 54/2026/ND-CP amends and supplements Article 38 of Decree No. 100/2024/ND-CP on the order and procedures for selling, leasing-purchasing, and leasing social housing invested in construction according to projects and not using public investment capital, Trade Union financial sources.
Accordingly, expanding and standardizing the form of information disclosure on the information system, database on housing and the real estate market, diversifying the way of submitting applications.

The order and procedures for selling social housing are as follows:
After 30 days from the start of the project, the investor of the social housing construction investment project is responsible for providing information related to the project for public announcement on the electronic information page of the Department of Construction, the commune-level People's Committee in the locality where the project is located.
Posting at least once in the newspaper is the mouthpiece of the local government and is announced on the electronic information page of the investor or the real estate exchange of the investor so that people know, prepare dossiers to register to buy social housing and carry out monitoring and supervision.
Public information includes: Project name; project investor; project construction location; contact address, registration address; project implementation progress; project scale; number of apartments/houses (including: Number of apartments/houses for sale; apartment area; selling price (temporary) for each type of apartment/house; expected start time for receiving registration documents and other related content).
In case the information system and database on housing and the real estate market have been connected and exploited, information on social housing construction investment projects must be made public on this system in accordance with the law on construction and management of information systems and databases on housing and the real estate market.
Before the time of starting to receive applications for social housing purchase, the investor publicly discloses information about the time of starting to receive and ending to receive applications for purchase, the number of apartments/houses for sale, apartment area, selling price of social housing on the information system, database on housing and real estate market and sends it to the local Department of Construction where the project is located for public disclosure on the electronic information page of the Department of Construction.
Based on the information about social housing projects that has been publicized, households and individuals who need to submit applications to buy social housing to the project investor. Each household and individual who needs to buy social housing is not allowed to simultaneously register to buy social housing in multiple projects at the same time.
The submission of dossiers is carried out in the form of direct, online or postal services or submitted to agencies, units, and businesses where the individual is working to summarize and send to the project investor.
The time to submit and receive dossiers is decided by the investor but is at least 30 days from the date of starting to receive dossiers...
After the house meets the conditions to be sold according to the provisions of law on real estate business, the investor shall sign a social housing purchase and sale contract with the customer.
