"Many people were worried that it was not their turn, so they arrived very early, even before 5:30 a.m. Along with that, when the center officially came into operation from April 1, the mentality of people often choosing the most modern place for transactions also caused the amount of documents gathered here to increase dramatically", Mr. Duong analyzed.

Faced with that reality, the center has proactively arranged staff to be present from 5am to receive documents early, and opened many more reception gates.

"On April 2, we opened 3 more doors, today (April 3), we opened 4 more doors, ready to serve but until now we have not had to use all side doors," said Mr. Duong.

People should use online public services

To reduce the burden, the center's leaders recommend that people use online public services. For documents with electronic data, people will be accepted immediately without having to queue.

"There are currently 12 branches of public administrative centers in the area that all have the function of receiving documents by location, people should not rush to a few branches. In the near future, Hanoi will promote the restructuring of online public services, while deploying a remote automatic numbering system. At that time, the situation of having to queue from 5am will no longer exist, Mr. Bui Duong emphasized.

Mr. Hoang Van Bang - Deputy Director of the Hanoi City Public Administration Service Center - said that in recent days, the center has received a large number of land records due to related procedures requiring many documents, making it difficult to do online.

The deputy director also emphasized that at the center, people only need to get a serial number to receive and process documents. "Only cases of lack of documents and insufficient documents must be supplemented. The rest, most of them are handled during the day, Mr. Bang affirmed.
