Lang Son - The Provincial People's Committee requires investors and communes to focus on disbursing public investment capital; if the progress is delayed, the head will be responsible.
On January 10, according to Lao Dong, the Provincial People's Committee issued an official dispatch requesting investors and People's Committees of communes and wards to focus on accelerating the disbursement progress of the 2025 public investment capital plan, while urgently preparing for the 2026-2030 and 2026 public investment plans.
According to the directive, units must strictly implement the regulations of the Central and the province on disbursement of public investment capital, promoting the role and responsibility of the leader in organizing implementation.
The disbursement results are the basis for assessing the level of task completion of each agency, unit and locality.
For projects that have not met the targets, the Provincial People's Committee requested to urgently review and complete the acceptance and payment documents for completed items, focus on organizing construction, and completely disbursing the capital plan for 2025, not allowing it to be extended to the following year.
The Provincial People's Committee emphasized not to extend the time for capital allocation, implementation time and disbursement for projects behind schedule due to land clearance problems or subjective reasons.
The head of the agency or unit is responsible to the Provincial People's Committee if the assigned disbursement target is not completed.
Investors are required to proactively inspect and promptly handle difficulties and problems arising at construction sites and projects; in cases beyond their authority, they must report to competent authorities for consideration and resolution to avoid prolonged congestion.
For key projects, the Provincial People's Committee assigned project management boards and specialized agencies to urge contractors to work overtime, add human resources and construction equipment to speed up the progress of projects with large capital.
The People's Committees of communes and wards must organize the implementation and disbursement of tasks and projects under their management, ensuring the completion of 2025 disbursement targets; at the same time, focus on site clearance, promptly resolving people's recommendations and complaints.
In parallel with the disbursement task in 2025, the Provincial People's Committee requested localities and investors to urgently prepare public investment documents for the 2026-2030 and 2026 periods, ensuring readiness to implement as soon as the plan is approved.
