The hope of the brave village chief saving 90 people in Dien Bien at the conference with the Prime Minister

On the morning of August 13, Prime Minister Pham Minh Chinh chaired a national conference to summarize the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas ( Program).

At the conference, Mr. Mua A Thi - Head of Hang Pu Xi village, Xa Dung commune, Dien Bien province expressed his joy at bringing the voices of the people in the highlands to the conference.

According to Mr. Mua A Thi, Hang Pu Xi village is located at the foot of the mountain, covered in clouds all year round. Previously, the road to the village was just a dirt and rock road, with red sunshine and dust, muddy rain, and vehicles could not enter.

People depend on corn fields, rice fields, chicken and pig farming, so "there is enough food, there is a lack of clothes". Many days it rained heavily, the stream water rose, and children had to stay home from school because they could not cross the bridge.

In recent years, the attention of the Party and the State and the support of national target programs, especially the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas and villages, have been greatly changed. The concrete road is up to the gate, the electricity is morning at each house, the phone signal, and the internet have also entered the village; children can go to school regularly, and people have access to clean water for use. Many poor households have been supported to build new houses, and the rainy season is no longer a concern, thanks to which the poverty rate in the village has also decreased significantly.

"But then, the fierce flood on the morning of August 1 swept away many houses and fields; many families were left penniless, when the water receded, a thick layer of mud covered the floor, garden and paths.

What remains after the flood is now just a pile of rubble, the lives of people after the flood are more difficult than ever. The flood passed, leaving behind haunting feelings and the burden of damage to the people", the Head of Mua A Thi village recalled.

On behalf of the villagers of Dien Bien province, the Head of Mua A Thi village proposed to the Party, the State and departments, ministries and branches to pay attention to creating conditions for allocating funding from the project on "planning, arranging, arranging and stabilizing residents in necessary places" of the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, to support people affected by floods. In particular, supporting people to relocate, arrange new safe places to live; rebuild houses for households that lost their homes.

At the same time, invest in roads, bridges, irrigation, electricity, domestic water and essential works. Support people with capital, crops, livestock, and land for production so that people can restore production and stabilize their lives.

Build new and upgrade classes, health stations, and irrigation works affected by floods.

As village chief, Mr. Mua A Thi promised to work with the commune's cadres to publicly and transparently deploy all resources supported by the Party and the State; propagate so that people clearly understand the policy and implement it wholeheartedly.

Thereby encouraging each other to change their way of thinking and doing, boldly applying new techniques, both developing the economy, protecting forests, protecting streams, preserving the voice, singing voice and cultural identity of their ethnic group.

Mr. Mua A Thi believes that with the attention and support of the Party and State, along with the consensus of the people, the villages will gradually develop, escape poverty, and stabilize their lives.
