Area expected to be restricted from changing land use purposes
Hanoi - In order to protect the environment for emission-restricted areas, the city plans to limit land use conversion.
Hanoi City People's Committee is seeking people's opinions on the master plan of Hanoi Capital with a 100-year vision.
The project has outlined environmental protection options for emission-restricted zones.
Accordingly, development activities in the region need to be managed and strictly controlled to limit emissions and the emergence of environmental hotspots. New investment projects, expansion, and capacity increase must be implemented according to environmental protection requirements, especially ensuring national environmental technical regulations and local environmental technical regulations as prescribed above for strictly protected areas.
The city does not license projects with a high risk of environmental pollution and large discharges. Relocate environmentally polluting facilities to appropriate areas, in case of non-relocation, appropriate environmental protection measures must be taken. Limit land use purpose conversion.
Along with that, promote the role of buffer zones of nature reserves, heritage sites, historical and cultural relics, and recognized scenic spots. Focus on preserving and sustainably developing historical and cultural values in the region in combination with developing ecotourism and environmental education.
Limit the discharge of pollutants into the environment; zoning, restoring and improving the environment in polluted areas.
Sort, collect, and thoroughly treat the amount of waste generated in the Capital.
Developing urban areas in harmony with the environmental landscape; completing wastewater supply, drainage, and treatment infrastructure (especially for urban areas, industrial clusters, craft villages, public health facilities) and centralized waste treatment areas; increasing the proportion of green trees and green spaces.
For emission-restricted zones, encourage investment in high-tech industries, leading core industries, environmentally friendly production technology, saving and efficient use of resources and energy; develop recycling and wastewater reuse industries. Convert agricultural production towards organic and ecological based on value chains and intellectual property; develop high-tech agriculture. Planning the development of craft villages associated with environmental protection and implementing the New Rural Program, developing OCOP products.
Emission restriction zones include:
- Buffer zone of strictly protected areas, including buffer zone of nature reserves and natural heritage, protection zone II of historical and cultural relics.
- Important wetlands have been identified according to the provisions of law.
- The surface water source protection corridor is used for domestic water supply purposes in accordance with the law on water resources.
- Concentrated residential areas are inner city, inner city of type IV, type V urban areas according to the provisions of law on urban classification.
- Aquatic entertainment area according to the decision of the Provincial People's Committee.
- Areas with environmentally sensitive factors that are vulnerable to the impact of other environmental pollution need to be protected.
