Do not let land use fees increase real estate and housing prices
The Prime Minister requested to adjust regulations on land use fees, not to let them be the reason for increasing real estate and housing prices far beyond people's income.
Politburo member and Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 190/CD-TTg dated October 7, 2025 on drastic implementation of solutions to increase supply, reduce housing and real estate prices, and stabilize the market.
According to the telegram, in some areas and localities, real estate and housing prices are continuously increasing, far exceeding the financial capacity of the people.
The reason is partly due to the lack of information about housing, the real estate market, the situation of "pushing up prices", "creating virtual prices", the lack of commercial housing supply at suitable prices for people, the number of social housing projects that are in the process of being vigorously implemented but not enough to meet the needs of the people...
The Prime Minister requested to prepare content for the second meeting on "Breakthrough development of social housing" scheduled for Saturday, October 11, 2025.
The head of the Government requests ministers, heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and cities:
Focus on perfecting institutions, policies and laws on housing, real estate business, land, planning, investment, construction, credit, and taxes to ensure consistency and unity; continue to cut administrative procedures to the maximum, and further strengthen decentralization.
Research and adjust regulations on land use fees reasonably, not to be the reason for increasing real estate, housing and land prices far beyond people's income.
Urgently research, develop and promulgate breakthrough, open and favorable mechanisms to attract resources for the real estate market to develop stably, healthily, publicly and transparently, especially promoting the development of affordable housing segments suitable for people's average income.
Focus, resolutely direct and urge the development of social housing to exceed the target of 100,000 social housing units in 2025 assigned by the Government and the Prime Minister.
Strengthen real estate market management, business activities, real estate transfers; continue to monitor and grasp market information to promptly issue solutions and mechanisms for real estate market management to develop in a stable, safe, healthy and sustainable direction.
The Minister of Construction studies and proposes solutions to control prices to ensure both implementation according to market rules and state management and ensuring people's right to housing and accommodation, and studies specific breakthrough solutions for social housing development. Urgently develop a policy for renting and leasing houses for low-income people.
At the same time, preside over and coordinate with the Ministry of Agriculture and Environment, the Ministry of Finance and relevant agencies to urgently complete the pilot project of the model "Real estate transaction center and land use rights managed by the State" to submit to the Government and the Prime Minister for consideration and decision in October.
Strengthen guidance for localities to promptly update and announce construction material prices and construction price indexes under their management, ensuring accurate reflection of material cost components and in line with market price levels.
Strictly prohibit and strictly handle speculation and taking advantage of the state's policies on common materials to hoard goods, push up prices, and make profits.
