Hung Yen launches patriotic emulation movement, using effectiveness as a measure
Hung Yen - The People's Committee of Hung Yen province has just held a launching ceremony for the patriotic emulation movement and signed an emulation covenant in 2026.
The emulation movement in 2026 has the theme "Dedicated action - Breakthrough growth - Sustainable development", aiming to create a vibrant competitive atmosphere, arousing a sense of responsibility and high determination in the entire political system, business community and people of all walks of life in the province.
Speaking at the launching ceremony, Mr. Pham Quang Ngoc - Chairman of Hung Yen Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council - emphasized that the emulation movement in 2026 was launched in the context of the province entering the first year of implementing the 5-year Socio-Economic Development Plan 2026-2030; at the same time, it is the year of many important political events of the country and the province.
This is a key period, requiring all levels, sectors and localities to make greater efforts, strongly innovate in thinking, leadership methods, direction and organization of task implementation.
The emulation movement focuses on successfully implementing the socio-economic development goals in 2026, focusing on determination to achieve double-digit economic growth rate (10.5%); promoting disbursement of public investment capital; removing bottlenecks in infrastructure, premises, mechanisms, policies; improving the investment and business environment; improving the quality of administrative reform, digital transformation, effectiveness and efficiency of government operations at all levels.

To effectively implement the emulation treaties, the Chairman of the Provincial People's Committee requested departments, branches, sectors and localities to concretize emulation movements through practical programs and action plans; link emulation movements with the implementation of political and professional tasks; promote the responsibility of leaders; strictly implement discipline and administrative discipline; use the results of task implementation and the level of satisfaction of people and businesses as a measure of emulation assessment.
The emulation movement also needs to be associated with the task of caring for social security, improving people's lives; developing culture - society; ensuring national defense - security; maintaining political stability, social order and safety, creating a favorable environment for rapid and sustainable development.
Responding to the movement, representatives of emulation blocks and emulation clusters expressed their commitment to seriously and effectively implement the contents of the treaty, determined to complete and exceed the targets and tasks for 2026.
In 2025, the GRDP of Hung Yen province is estimated to reach VND166,106 billion, an increase of 8.78% compared to 2024, in the group of 10 localities with the highest growth rate in the country; the scale of the economy is ranked 12th out of 34 provinces and cities. GRDP per capita is estimated at 99 million VND; total production value reached 633,434 billion VND, up 10.37%.
In 2026, Hung Yen province set a target of GRDP increase of 10.5%; state budget revenue reached VND84,250 billion. At the same time, strive to build 5,900 new social housing units; reduce the multidimensional poverty rate to 0.8%; 99% of households use clean, hygienic water; 100% of industrial parks and 60% of industrial clusters have standard wastewater treatment systems; control and reduce at least 10% of cases of social order crimes.
