The people are the root of development thinking

According to the Draft Political Report of the 13th Party Central Committee submitted to the 14th National Party Congress, policies and guidelines on comprehensive human development are increasingly complete, focused and more substantial. The discovery, attraction, training, and promotion of talent have initially had positive changes. Vietnam's Human Development Index (HDI) increased by 14 places, reaching 0.766 points, belonging to the group of countries with high human development; the happiness index increased by 33 places compared to the beginning of the term, ranking 46/143 countries.

Along with that, fundamental and comprehensive innovation in education and training has achieved some important results. In particular, the policy of exempting and supporting tuition fees for preschool children, primary school students and students of general education programs in the national education system has been implemented; the investment in building inter-level boarding schools in border communes on land has been implemented early. Science, technology, innovation and digital transformation continue to be identified as the driving force for development.

Social security from policy to grassroots practice

Economic growth is increasingly closely linked to ensuring progress and social justice. The State prioritizes allocating resources for social security and human development, thereby significantly improving the material and spiritual life of the people. Social policies, policies for meritorious people, ethnic and religious policies and policies for overseas Vietnamese continue to be improved and effectively implemented.

Sustainable poverty reduction programs are implemented synchronously in the spirit of "leaving no one behind". The multidimensional poverty rate will decrease from 4.4% in 2021 to 1.3% in 2025. By September 2025, the country will complete the elimination of temporary and dilapidated houses; more than 3.5 million people will receive regular social assistance, of which the elderly account for about 55%. At the same time, the Project to invest in the construction of at least 1 million social housing apartments was promoted, and a National Housing Fund was established.

Chairwoman of the Vietnam Fatherland Front Committee of Kieu Phu commune, Hanoi City Nguyen Thi Thu Trang said that since the establishment of the new administrative unit (July 1, 2025), the locality has identified the construction and repair of solidarity houses for near-poor households and policy families as a key task. After two reviews, the commune has newly built and repaired 108 solidarity houses for people with meritorious services and disadvantaged households.

People's trust in the 14th Congress

In Nam Phu commune, Hanoi, Mr. Dang Ba Ngoc - Party Cell Secretary, Head of Dai Lan village acknowledged that under the leadership of the Party, the country has overcome challenges and achieved many important results.

In Nam Phu alone, in 2025, the average income will reach 81.7 million VND/person, an increase of 26.4% compared to before. The fields of culture, education, health, social security and policies for meritorious people have been fully and promptly implemented; up to now, the locality has no more poor households and near-poor households. At the national level, the health system continues to develop, the quality of people's health care is improved... The health insurance coverage rate increased from 90.9% in 2020 to 95.2% in 2025. The average life expectancy in 2025 will reach 74.8 years, the number of years of living well is about 67 years.

According to Associate Professor, Dr. Nguyen Trong Phuc, former Director of the Party History Institute, the 13th term has left a clear mark when the Party and State led and directed with a proactive and creative spirit; built a streamlined, effective and efficient political system; effectively implemented social security policies, maintained national defense and security and achieved many achievements in foreign affairs and international integration. Those results create a foundation for the country to firmly enter a new stage of development opened by the 14th National Party Congress, with the consistent goal of the happiness and prosperity of the people.
