Hai Phong, Hai Duong sign to coordinate the implementation of the project to merge the two localities

Mr. Le Tien Chau - Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City and Mr. Tran Duc Thang - Member of the Party Central Committee, Secretary of the Hai Duong Provincial Party Committee - co-chaired the conference.

At the conference, leaders of the two localities discussed and agreed on a number of contents on the implementation of the Conclusions of the Politburo, the Secretariat and the Central documents on the merger of Hai Duong province and Hai Phong city; rearrangement and reorganization of commune-level administrative units of localities. Including information, propaganda, dissemination, and grasp of the situation of public opinion and the people on the implementation of the Central's policy on merging Hai Duong province and Hai Phong city; rearranging and reorganizing commune-level administrative units of localities.

The leaders of the two localities also discussed the development of a draft Project to merge Hai Duong province and Hai Phong city; procedures, implementation progress until the Central submission date; planned arrangement of commune-level administrative units of localities; coordination on the development of Party Congress Documents for the 2025-2030 term; orientation on the arrangement of working headquarters of Party agencies, authorities, unions of provincial-level administrative units (new) and some socio-economic development targets.

At the meeting, the Standing Committee of the Hai Phong City Party Committee and the Standing Committee of the Hai Duong Provincial Party Committee signed a coordination plan to develop and implement a project to merge the two localities. The Standing Committee of the Hai Duong Provincial Party Committee and the Standing Committee of the Hai Phong City Party Committee agreed to assign the Standing Committees of the two provinces and cities to establish a Working Group to advise and assist the Standing Committees of the two provinces and cities in developing and implementing the Project to merge Hai Duong province and Hai Phong city; coordinate in directing the organization of the City Party Congress, term 2025-2030 after the merger in accordance with the directives of the Central and local Party Committees. The working group has been operating since April 22, 2025, the Hai Phong City Party Committee Office and the Hai Duong Provincial Party Committee Office are the standing agencies of the group.

Previously, in Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee on April 12, 2025, the Party Central Committee planned to merge Hai Duong province and Hai Phong city, named Hai Phong city, the political and administrative center located in Hai Phong city.

Hai Phong City and Hai Duong Province after the merger have 114 administrative units including: 46 wards; 66 communes; 2 special zones. In which: Hai Phong has 50 administrative units including: 25 wards, 23 communes, 2 special zones; Hai Duong has 64 administrative units including: 21 wards; 43 communes.
