Hanoi informs about the construction progress of Tu Hiep intersection, connecting Phap Van - Cau Gie road

Voters in Thanh Tri commune reported that in order to serve the investment project to build a road connecting Phap Van - Cau Gie road with Ring Road 3, since June 2023, the authorities have fenced off the road from Dong Tri village to Huu Hong dike, causing many difficulties for people in the area to travel.

Faced with the above situation, voters requested the Hanoi People's Committee to direct relevant agencies to find solutions to speed up the construction progress, complete and put the project into use soon.

At the same time, during the construction process, research on opening temporary roads to ensure traffic needs and stabilize people's lives.

Regarding the recommendation, the Hanoi People's Committee said that the proposal to speed up the construction progress of the Tu Hiep intersection project (km0 - Km1+073.5) under the Investment Project to build a road connecting Phap Van - Cau Gie road with Ring Road 3 is being urgently implemented by the Hanoi People's Committee.

The construction of Tu Hiep intersection section Km0 - Km1+073.5 belongs to the project of Investment in construction of a road connecting Phap Van - Cau Gie road with Ring Road 3 invested by the Hanoi City Traffic Construction Investment Project Management Board.

The project was approved by the City People's Committee in Decision No. 1803/QD-UBND dated May 30, 2022, the project implementation period is until the end of 2025.

However, due to difficulties and problems in site clearance, the project has been adjusted by the Hanoi People's Committee to the end of the fourth quarter of 2027 in Decision No. 5396/QD-UBND dated October 30, 2025.

The traffic organization plan in the above area is implemented according to Notice No. 1141/TB-SGTVT dated October 24, 2024 of the Department of Transport (formerly the Department of Construction), Notice No. 1214/TB-SXD dated October 17, 2025 of the Department of Construction.

To speed up the implementation progress, the City People's Committee requests the City Traffic Construction Investment Project Management Board to actively coordinate with local authorities to speed up site clearance and hand over the site to the contractor for construction; In order to be able to start construction immediately after the site is available, it is required to produce pre-cast components and prepare to mobilize maximum machinery, equipment, materials and human resources to carry out construction, complete the project and put it into use as soon as possible.

2. Regarding the proposal to open a temporary road to serve the travel needs of the people:

During the implementation process, according to the proposal of the People's Committee of Tu Hiep commune (now Thanh Tri commune), the Hanoi City Traffic Construction Investment Project Management Board has renovated the road section avoiding the scope from the base of the Dong Tri village tree, through Ong Tac bridge to Phap Van - Cau Gie service road to ensure safety, serving the travel needs of the people, specifically:

Expand the existing road edges on both sides of about 0.5 - 0.7m with a length of about 300m.

Instead, increase the capacity of 12 light bulbs and add concrete markers on both edges within the bypass.

Immediately after the site is available, the Project Management Board will focus, speed up the construction progress, and soon complete the items within Tu Hiep Street to remove barriers to serve the travel needs of the people.

The City People's Committee assigned the Hanoi City Traffic Construction Investment Project Management Board to continue reviewing and surveying the possibility of expanding temporary roads, facilitating people's travel.
