Hanoi has 2 weeks left to hand over enough land to build Ring Road 4

According to Lao Dong in package No. 8, the construction of the parallel road of Ring Road 4 through Soc Son and Me Linh districts, while the 2 residential areas in Dai Thinh and Chu Phan communes (Me Linh district) have not yet been handed over the site for the project.

In package No. 9, the construction of Ring Road 4 through Dan Phuong and Hoai Duc districts is now stuck with 3 residential areas in Duc Thuong, Dong La communes (Hoai Duc) and Ha Mo commune (Dan Phuong).

"Currently, relevant units are relocating underground and above-ground technical infrastructure to hand over the site to the contractor. We do not know the date of handover of the site for the project's construction in 3 residential areas" - Mr. Nguyen Hoang Hai, Commander of Package 9 (contractor Vinaconex) shared with Lao Dong Newspaper reporter.

In the area within the construction area of Hong Ha bridge in Hong Ha commune (Dan Phuong district) and Van Khe (Me Linh district), many households have not yet agreed to hand over the site for the project.

Similarly, some sections of the site in package No. 10, construction of parallel roads through Ha Dong district and Thanh Oai district; package No. 11, section through Thuong Tin district, has not been handed over to the contractor by the locality for construction.

The construction works are mainly residential areas, factories, underground and above-ground technical infrastructure.

Regarding the site clearance for the Ring Road 4 project, Chairman of the Hanoi People's Committee Tran Sy Thanh recently requested districts to completely resolve the remaining land area that must be recovered and completed before April 15. According to Mr. Thanh, this is the last time, no later is allowed.

Thus, there are about 2 weeks left for districts to complete the site clearance for the Ring Road 4 project through Hanoi.

The Chairman of the City People's Committee also assigned Me Linh district to continue focusing on site clearance in the area to ensure completion on schedule as mentioned above.

In case a household has a proposal that is contrary to regulations, violates site clearance policies, intentionally complicates or opposes, or affects the progress of the investment project, consider applying administrative enforcement measures to reclaim land to ensure progress.

The Chairman of the Hanoi People's Committee assigned two Vice Chairmen, Mr. Duong Duc Tuan and Mr. Nguyen Trong Dong, to continue to direct and completely resolve difficulties and problems in Me Linh.

For Component Project 2.1 (construction of parallel roads), the Chairman of the Hanoi People's Committee assigned the Traffic Construction Investment Project Management Board to urge contractors to complete the project in October 2025, welcoming the City Party Congress.
