On September 22, Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of Steering Committee 751 - chaired a meeting of the Steering Committee on resolving difficulties and problems of backlog projects (Steering Committee 751) with leaders of Party departments, agencies, and units to evaluate the results of implementing tasks in the past and direct key tasks in the coming time, especially in completing the draft Report to report to the Politburo.
According to the Permanent Deputy Prime Minister, the Government has been very determined in implementing the Politburo's direction on focusing on removing difficulties for projects. By removing difficulties for projects, we have achieved many results.
First, unblocking huge land and financial resources to the economy. Up to now, the Government has resolved the difficulties under its authority and directed localities to remove difficulties for 1,154 projects with a total registered investment value of about 675,000 billion VND and hundreds of thousands of hectares of frozen land. Projects put into the economy are to put in huge resources to promote economic development.
The second result mentioned by the Permanent Deputy Prime Minister is to fight waste, typically the two projects of Bach Mai Hospital and Viet Duc Hospital, Facility 2, which have been "shelved" for 10 years, now that the assets have been removed and resolved, a huge amount of assets has been resolved.
In accordance with the direction of the Steering Committee for Anti-Corruption, Wastefulness and Negativity, we have solved this problem.
Third, identify the shortcomings of policies and institutions, many incorrect regulations, especially regulations on land, bidding, and not interconnected with each other. From identifying these shortcomings to perfecting policies.
Fourth, by removing difficulties for projects, not legalizing violations.
In accordance with the direction of the Politburo, all violations have been inspected, examined, and organizations and individuals who violate have been strictly handled in accordance with the provisions of law. This is also a lesson for us to continue handling later.
Fifth, it strengthens the people and businesses' trust in the very correct policies and guidelines of the Party.
In addition, it helps many businesses avoid the risk of bankruptcy, solve employment problems, and at the same time remove difficulties for the banking industry, ensuring macroeconomic stability.
Affirming the spirit of determination to remove difficulties for projects, the Permanent Deputy Prime Minister said that the problem is mainly due to unreasonable procedures and regulations.
The newly issued legal regulations have resolved previous unreasonable issues. With the pilot results of Conclusion 77 and Resolution 170, localities have proposed to allow the expansion of this mechanism.
"Resolution 170 only allows it in 5 provinces and cities. This is a cautious and necessary step for us to have experience in expanding to a national scale" - the Permanent Deputy Prime Minister said.
The Government leader emphasized that summarizing the implementation of Conclusion 77, Resolution 170 is very important to expand the application according to the local proposal, meeting the expectations of the people and the expectations of the business community, which needs to be done very urgently.
The Permanent Deputy Prime Minister believes that this policy will be successfully implemented, bringing millions of billions of VND into the economy from now until the beginning of next year.
