Gia Lai tightens reviews of large-scale livestock projects

Gia Lai - Livestock projects have been approved for investment, but if violations arise during the implementation process, they will be considered for handling.

On January 2, the People's Committee of Gia Lai province announced that it had issued a document requesting competent authorities to review and comprehensively evaluate large-scale farm livestock projects being implemented in the province. This is a move to strengthen state management, ensure that livestock investment complies with legal regulations and limit negative impacts on the environment and people's lives.

According to the direction of the Provincial People's Committee, the Department of Finance shall preside over and coordinate with relevant departments, branches and localities, in the process of preparing, appraising and proposing investment policies for livestock projects, the legal basis must be fully reviewed. The focus is on regulations on investment, land, construction, environment, livestock, planning and related specialized legal regulations. Advisory agencies must take full responsibility for the proposed content.

In particular, livestock projects must apply advanced technology, implemented according to a closed circulation process, ensuring environmental protection requirements. Land use must be carried out by the investor to receive a legal transfer in accordance with the provisions of the law on land, absolutely do not legalize cases of land use in violation of regulations.

Along with that, the Provincial People's Committee requested departments, branches, sectors and localities to strengthen inter-sectoral coordination, regularly monitoring, inspecting and supervising the project implementation process after the investment policy is approved. In case of detecting violations or not ensuring approved investment conditions, it is necessary to promptly advise the Provincial People's Committee to consider and strictly handle them.

According to statistics from the Department of Agriculture and Environment of Gia Lai province, the western communes of the province currently have more than 200 large-scale pig farming projects in the form of large-scale farms. Recently, some farms have not fully complied with regulations on environmental protection, especially in wastewater treatment, causing frustration among the people.

The current fine for small-scale farms causing pollution is from 10-15 million VND, while for large-scale farms is from 15-20 million VND. Meanwhile, many projects have investment capital of up to hundreds of billions of VND, so this sanction is considered light and not enough to deter.

In addition to environmental issues, concentrated livestock farming activities also pose a potential risk of affecting security, order and rural security. Therefore, the livestock industry needs to be oriented and planned for a long time, ensuring sustainable development, compliance with the law and harmonizing the interests of businesses, people and localities.
