The Government recently officially issued Decree 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the arrangement and streamlining of the apparatus of the political system.

With a total of 6,291 people subject to staff streamlining, the estimated payment cost in Ho Chi Minh City is up to VND16,789 billion, of which VND9,912 billion is according to Decree 178/2024 of the Government and VND6,877 billion is from the Ho Chi Minh City budget for additional support.

Regarding the additional support policy for cadres, civil servants, public employees and workers in implementing the arrangement of the apparatus and administrative units in the province, the People's Committee of Ba Ria - Vung Tau province plans to have a total estimated cost of implementing the additional support policy of the province of about 322 billion VND from the implementation budget guaranteed from the provincial budget.

Regarding the selection of people for the purpose of arrangement, the Ministry of Home Affairs recently advised the Government Steering Committee on summarizing the implementation of Resolution 18 to issue documents guiding and urging ministries, branches and localities to stipulate specific criteria and conditions for the characteristics and situations of each ministry, branch and locality on that basis, along with evaluating the last 3 years to select people to continue to keep working, people to be subject to arrangement to have appropriate calculation plans and roadmaps.

Regarding the funding source for policy implementation for cadres, civil servants and public employees in the process of restructuring the apparatus, according to Chief of Office, Spokesperson of the Ministry of Home Affairs Vu Dang Minh, right from the time of drafting Decree 178, the Ministry of Home Affairs has asked for the opinion of the Central Steering Committee on summarizing the implementation of Resolution 18, asking for the opinion of General Secretary To Lam on the options.

According to the estimate of the Ministry of Home Affairs, it is expected that VND 130,000 billion is needed to implement the above policies and regimes, provided by the state budget and revenue from public service units.

Of which, 111,000 billion VND is spent on policies and regimes for cadres; 4,000 billion VND is spent on policies and regimes for workers; 9,000 billion VND is spent on policies and regimes for commune-level cadres and civil servants; 4,000 billion VND is spent on social insurance and 2,000 billion VND is spent on training and development.

The expected payment source is very large, however, the implementation of staff streamlining will reduce regular expenditures and reduce funding from the state budget to pay social insurance, health insurance, union funds for cadres, civil servants, and public employees on leave (22%); 10% of the bonus fund.
