Vietnam's foreign affairs contribute to the successful implementation of strategic goals

Maintain strategic initiative

In 2025, foreign forces have promoted the highest sense of responsibility to carry out strategic tasks as General Secretary To Lam emphasized, "maintaining a peaceful and stable environment; developing the socio-economy quickly and sustainably; improving people's lives, all for the people", contributing to enhancing the country's position and strength to enter a new era.

Regarding State diplomacy, in the past year, we have upgraded relations with 17 partners, bringing the total number of partners with relations from Comprehensive Partnership to or more to 42 countries. The highlight is the authenticity and effectiveness of high-level visits that have been improved more than once, demonstrated through the signing of nearly 350 cooperation agreements, 2.5 times higher than in 2024. We have also integrated the organization of major national holidays (50 years of the Liberation of the South and National Reunification, 80 years of the successful August Revolution, National Day September 2) and the participation in major celebrations of partners to promote bilateral cooperation.

On the multilateral level, we continue to achieve many important results according to Resolution 59 of the Politburo on international integration in the new situation, Directive 25 of the Secretariat on raising the level of multilateral diplomacy. Vietnam continues to uphold international law; actively participate in pillars of multilateral institutions, especially ASEAN, the United Nations, APEC and sub-regional mechanisms; successfully organize conferences in Vietnam such as the ASEAN Future Forum, P4G Summit, and the Opening Ceremony of the United Nations Convention against Cybercrime, thereby affirming Vietnam's role, prestige and leadership capacity.

Innovating the development model, promoting soft power

In 2025, economic diplomacy and scientific and technological diplomacy have soon thoroughly implemented major policies of the Politburo such as Resolutions 57, 59, 66, 68, 70.

Science and technology diplomacy has become a new spearhead, focusing on innovation, digital transformation and green transformation, contributing to the realization of the development of 11 strategic technologies, making a substantial contribution to the implementation of Resolution 57 of the Politburo.

Vietnam's total import-export turnover in 2025 will exceed 900 billion USD, strengthening Vietnam's position in the group of 15 economies with the largest trade scale globally. Registered FDI capital in 2025 will reach about 35.2 billion USD (up 15.6%), while disbursed capital will reach a record of nearly 23 billion USD.

The Cultural diplomacy strategy to 2030 has been implemented methodically and professionally with many rich and diverse activities such as successfully organizing the Vesak Buddhist Festival, meetings events, and Vietnamese holidays abroad.

Promoting the pioneering role of foreign affairs

Following the theme of the 14th National Party Congress on the spirit of " Strategic self-reliance, self-reliance, confidence, and strong progress in the era of national growth", foreign affairs and international integration work clearly recognizes the need for strong innovation, breakthroughs in thinking and action, promoting the pioneering and creative role, along with national defense and security to carry out the "essential and regular" task, "develop foreign affairs in the new era, commensurate with the historical stature, culture, position and new strength of the country" and "push the implementation of a comprehensive foreign strategy at a new level"...

Minister Le Hoai Trung affirmed that the immediate task of the entire diplomatic sector is to thoroughly grasp and effectively implement the foreign policy of the 14th National Party Congress, focus on intelligence, and urgently develop an Action Program to implement the Resolution of the Congress.
