Comrade To Lam respectfully,
On behalf of the Central Committee of the Communist Party of Cuba and on behalf of myself, I would like to send my most sincere congratulations on the occasion of my re-election as General Secretary of the Central Committee of the Communist Party of Vietnam. We wish you many new successes as a leader of the Communist Party of Vietnam and to complete the goals set by the 14th Congress.
We highly appreciate the historical achievements that Vietnam has achieved in 40 years of implementing the Doi Moi process. We firmly believe that, under the wise leadership of Comrade, the Party and people of Vietnam will continue to make steady progress in the process of building socialism, towards a new stage of more prosperous, inclusive and sustainable development.
On this occasion, I would like to express my sincere thanks to your valuable contributions in further strengthening the cooperative relationship between the two Parties, contributing to consolidating the foundation of the special friendship between Cuba and Vietnam in all fields.
On the basis of the legacy of historical leaders General Commander Fidel Castro Ruz and President Ho Chi Minh, as well as the solidarity and cohesion between the peoples of the two countries, we reaffirm the priority of the Communist Party of Cuba in continuing to deepen the exchange and cooperation with the Communist Party of Vietnam.

2. Russian President Vladimir Putin warmly congratulated Comrade To Lam on the occasion of his continued election as General Secretary of the Central Executive Committee of the Communist Party of Vietnam, affirming that the voting results affirmed the political prestige and deep recognition of the General Secretary's contributions to the development and implementation of Vietnam's strategic guidelines to rapidly develop the socio-economy and protect Vietnam's interests in the international arena.
President Vladimir Putin affirmed that Russia highly appreciated the contributions of the General Secretary personally in strengthening the Vietnam - Russia Comprehensive Strategic Partnership, emphasizing that the two leaders will continue to develop cooperation in all aspects for the benefit of the people of the two countries, for stability and security in the Asia-Pacific region.
3. In the Letter to Comrade To Lam on the occasion of the re-election of General Secretary of the Central Executive Committee of the Communist Party of Vietnam, Chairman of the United Russia Party Dmitry Medvedev emphasized the high trust that Party members have in Comrade To Lam, expressing worthy recognition for the General Secretary's outstanding contributions to the prosperity of Vietnam and strengthening Vietnam's international prestige. Comrade Dmitry Medvedev believes that the General Secretary's great political experience will continue to effectively contribute to the socio-economic development of Vietnam.
Comrade Dmitry Medvedev affirmed that the United Russia Party always supports further expanding dialogue with the Communist Party of Vietnam on all issues of mutual concern, as well as effective cooperation at important multilateral forums.
4. President of the Japan Free Democratic Party, Prime Minister of Japan Takaichi Sanae congratulated the 14th National Congress of the Communist Party of Vietnam on being solemnly organized and successfully and sent his congratulations to General Secretary To Lam for being re-elected to the Politburo and holding the position of General Secretary of the Central Executive Committee of the Communist Party of Vietnam to be elected at this Congress.
On this occasion, Prime Minister Takaichi Sanae wished the Communist Party of Vietnam, under the leadership of the new Board of Directors, to promote its outstanding leadership role in creating a new era of development not only for Vietnam but also contributing to the stability of the Indo-Pacific region, and contributing more positively to the development, cooperation and prosperity of the international community.
5. Mongolian President Ukhnaa Khurelsukh congratulated the 14th National Party Congress on its great success and General Secretary To Lam on being highly trusted to continue to be elected General Secretary of the Central Executive Committee of the Communist Party of Vietnam; affirmed his readiness to cooperate closely with General Secretary To Lam to develop the "Comprehensive partnership between Mongolia and Vietnam" in a substantive and extensive manner in all fields, in line with the common aspirations and interests of the people of the two countries. 6. President of Belarus Aleksandr Lukashenko emphasized that the Central Executive Committee's absolute unanimous re-election of Comrade To Lam as General Secretary of the Central Executive Committee of the Communist Party of Vietnam is a testament to the great achievements in the activities of the General Secretary, affirming the belief of the Party and People of Vietnam in the socio-economic development of the country in the coming time under the leadership of the General Secretary.
President Aleksandr Lukashenko believes that the major decisions adopted at the Congress will lead Vietnam to continuous development, enhancing Vietnam's role and international prestige in global issues.
7. In the Congratulatory Letter, First Secretary of the Central Executive Committee of the Communist Party of Belarus Sergey Syrankov warmly congratulated Comrade To Lam on the occasion of his election as General Secretary of the Central Executive Committee of the Communist Party of Vietnam, expressing the deep trust of the Party members in the leadership of the General Secretary. Comrade Sergey Syrankov affirmed that members of the Communist Party of Belarus will continue to support the initiatives of the Communist Party of Vietnam in the international communist movement as well as in the effort to make Vietnam an advanced country with the highest standard of people's life.
8. President of the Republic of Nicaragua Daniel Ortega Saavedra and co-chair Rosario Murillo, on behalf of the Sandino National Liberation Front Party, the Government and people of Nicaragua, sent their sincere congratulations to General Secretary To Lam on the occasion of re-election, and congratulated the Party members, especially Politburo members and the Secretariat in the new term.
