Proposal to approve resolution on paying for medical training
Quang Tri - Quang Tri province proposed to pass a resolution to support training costs for more than 60 doctors sent for postgraduate training but have been owed benefits for many years.
On March 28, the leader of the People's Committee of Quang Tri province confirmed that on March 26, the People's Committee of Quang Tri province submitted a draft resolution of the Provincial People's Council on financial support for a number of civil servants and public employees of the Quang Tri health sector who were sent to study after university and have not received support.
According to the submission, there are currently 66 cases of civil servants and public employees in the Quang Tri provincial health sector participating in postgraduate training from 2014 to present, but have not yet enjoyed the province's postgraduate tuition support policy.
There are 18 civil servants and public employees who go to school on time according to Resolution No. 09/2017/NQ-HDND (regulating training, fostering, treatment policies, attracting quality human resources of Quang Tri province in the period of 2013-2020), but due to the COVID-19 epidemic, the graduation period has been extended to 2022.
48 civil servants and public employees went to school and had their study time extended through the resolutions of the Provincial People's Council (Resolution No. 09/2017/NQ-HDND, Resolution No. 114/2020/NQ-HDND and Resolution No. 166/2021/NQ-HDND) but there were no transitional provisions between the resolutions.
Talking about the reason for slow support for training for 66 cases, the leaders of Quang Tri province said that there are both objective and subjective reasons. Objective is caused by CIVI-19 epidemic, causing medical human resource training institutions to suspend operations due to social isolation, thereby affecting the study and graduation time of 18 doctors. The subjective reason is that the research and advisory work of the relevant professional agencies are limited, shortcoming, have not reviewed all the subjects, has not promptly coordinated closely, so when there is no transfer clause between resolutions, leading to 48 doctors who go to school in several years have not been supported with training funds ...
"We have collected opinions, then reached a consensus to propose the Provincial People's Council to approve a new resolution to resolve the regime for 66 doctors and nurses with a total amount of more than 3.5 billion VND" - Mr. Ha Sy Dong - Acting Chairman of the People's Committee of Quang Tri province confirmed.
Regarding the above incident, from August 9, 2023 to present, Lao Dong Newspaper has published many articles reflecting the situation of doctors and nurses being sent to study and improve their skills to serve medical examination and treatment, but not being supported with tuition fees, causing many difficulties for doctors and nurses. There are many cases of debt because they have previously borrowed hundreds of millions of VND to study abroad. The delay in resolving training funding for doctors and nurses also affects the attraction of high-quality local resources.
