Enforced land recovery in cases of failure to hand over land for Ring Road 4
Hanoi - For cases of delay and non-compliance with the handover of land for the Ring Road 4 project, the authorities have issued a decision to enforce land recovery.
The Hanoi Ring Road 4 project through Me Linh commune is 4.9km long, with a total land area to be recovered of 58.8 hectares, involving about 1,938 households, including more than 200 plots of residential land that must be resettled.
Party Secretary and Chairman of the People's Council of Me Linh Commune Nguyen Anh Tuan affirmed: "This is a national key project, a political order from the City Party Committee and the City People's Committee. The Commune Party Committee determined to mobilize the entire political system to participate, resolutely do it to the end, not avoid or shirk responsibility but must ensure the legitimate and legal rights and interests of the people".
However, in the site clearance (GPMB), there are still some cases of delays and non-compliance even though the commune has mobilized many times. With the spirit of respect for the law and strictly maintaining administrative discipline, the People's Committee of Me Linh commune has issued decisions to enforce land recovery in accordance with the correct order and procedures.
During the enforcement process, the commune always puts the work of mobilizing and persuading first. Before announcing the enforcement decision, the majority of households had voluntarily complied and handed over the land.
Even in one final case, after announcing the enforcement decision, there was consensus and handover of the site, avoiding complicated security and order situations.
According to Vice Chairman of Me Linh Commune People's Committee Tran Nguyen Ngoc, enforcement is not an goal, but a final measure to implement water discipline. The important thing is to affirm the strictness of the law, fairness in policy implementation and the responsibility of the government towards the requirements of general development.
Up to now, the entire land area within the reclaimed boundary of the Ring Road 4 construction project in the Capital Region through Me Linh commune has been handed over to the construction unit, completing the city's requirements and progress.

In O Dien commune, the volume of land acquisition for the Ring Road 4 project is about 72 hectares of land, involving many households and individuals; at the same time, it is necessary to organize the relocation of technical infrastructure systems and more than 1,300 graves within the project area.
Mr. Nguyen Phuc Hoan - Deputy Head of the Economic Department of O Dien Commune - affirmed: "The workload is very large, the time is urgent, but the commune has determined to make sure every step is in accordance with the law. When people clearly understand the meaning of the project and their rights are guaranteed, consensus is the decisive factor".
By the end of December, the O Dien commune government had basically completed the site clearance for the Ring Road 4 project.
In Yen Nghia ward, the GPMB volume of the Ring Road 4 project is nearly 34.7 hectares (mainly agricultural land and residential land). For households that illegally built houses on agricultural land that were not eligible for resettlement, the ward has arranged temporary housing to have time to stabilize their lives. In particular, up to now, nearly 1,600 graves have been relocated thanks to the propaganda and mobilization work of the grassroots government.
Mr. Nguyen Nguyen Quan - Party Secretary, Chairman of Yen Nghia Ward People's Council - said: "All issues related to people's petitions are of interest to local Party committees and authorities, considered, resolved promptly and proposed specific mechanisms and policies for difficult cases and cases that do not meet the support conditions according to the law".
Up to now, all households in the area have handed over the land. Currently, Yen Nghia ward is focusing on dismantling constructions, architectural objects, moving trees and crops. According to the plan, by the end of December 2025, the locality will hand over 100% of the site to the investor to implement the project.
