Announcing the President's Order to promulgate 15 Laws and Orders
The Office of the President held a Press Conference to announce the President's Order promulgating 14 Laws and 1 Ordinance that have just been passed.
This afternoon (December 31), the Office of the President held a press conference to announce the President's Order promulgating the Laws and Orders approved by the National Assembly and the Standing Committee of the 15th National Assembly.
Mr. Can Dinh Tai - Deputy Head of the Office of the President, Assistant to the President - chaired the Press Conference. The press conference was co-chaired by leaders of central and local departments, ministries, and branches.
Accordingly, the Laws and Orders published at the Press Conference include: Law on Remove; Law on Transfer of People serving prison sentences; Law on amending and supplementing a number of articles of the Law on Judicial Records; Law on Cyber Security; Law on State Secrets Protection; Law on amending and supplementing a number of articles of 10 laws related to security and order; Law on Drug Prevention and Control; Law on Enforcement of Criminal Judgments; Law on Executive Committee for Temporary Detention, Temporary Imprisonment and Prohibition from Leaving the Place of Residence; Law on Emergency Situations; Law on Amending and Supplementing a number of Articles of the Law on National Defense, Security and Industrial Mobilization Industry; Law on Supervisory Activities of the National Assembly and People's Councils; Law on Public Employees; Ordinance amending and supplementing a number of articles of the Law on Environmental Police.
At the press conference, Senior Lieutenant General Le Quoc Hung - Member of the Party Central Committee, Deputy Minister of Public Security - exchanged information on new points and main contents of the Laws and Ordinance drafted by the Ministry of Public Security. Including the Law amending and supplementing a number of articles of 10 laws related to security and order (Law No. 118/2025/QH15).
Regarding the necessity of promulgating the Law, based on the Party's guidelines, the State's policies and the results of arranging and streamlining the apparatus of the political system, developing science, technology, innovation, national digital transformation, decentralization, delegation of authority, reducing administrative procedures; at the same time, through monitoring the implementation of the law, the drafting agency found it necessary to amend and supplement 10 laws related to security and order to suit the results of the arrangement of the state apparatus and local government at 2 levels, meeting the urgent requirements of practice, in line with the policy of breakthrough development of science, technology, innovation, national digital transformation, decentralization, delegation, reducing administrative procedures.
The development of the Law aims to ensure the provisions of 10 laws related to security and order in accordance with the results of the arrangement of the state apparatus and local governments at 2 levels, meeting the urgent requirements of practice, in line with the policy of breakthrough development of science, technology, innovation, national digital transformation, decentralization, delegation of authority, reduction of administrative procedures and unification with the legal system.
Law No. 118/2025/QH15 consists of 11 articles, of which, 155/570 articles are amended and supplemented and 3 new articles are added to 10 laws related to security and order.
