Hanoi - The leader of the City Police affirmed that officers and soldiers who do well must be promoted, while weak officers must be disciplined or replaced.
On April 21, Hanoi Police held a conference on the work of building forces in the first quarter of 2025, deploying key tasks in the second quarter of 2025; on the topic of managing and preventing officers and soldiers from committing violations.
Reporting at the Conference, Lieutenant Colonel Cao Tran Quoc Hoang, Deputy Chief of Staff of the City Police Department, presented a summary of the results of the work of building forces in the first quarter of 2025, deploying key tasks in the second quarter of 2025 and the thematic contents of managing and preventing officers and soldiers from committing violations in the City Police.
Accordingly, closely following the direction of the Ministry of Public Security, the City Party Committee, People's Council, People's Committee, and City Police have proactively reviewed and prepared well the conditions to implement streamlining the apparatus, not organizing district-level police.
The units have proactively advised the City Police to issue timely guidance documents on the assignment and decentralization of professional fields when implementing the new organizational model.
All aspects of the work of building the force have been strengthened, working regardless of holidays, in a timely manner to ensure the new apparatus operates smoothly and effectively.
Party work, inspection, supervision and enforcement of Party discipline in the City Police are organized and seriously implemented, ensuring the principles, processes and regulations set out.
In the work of organizing cadres, the units have seriously and drastically implemented the policy of perfecting and reorganizing the apparatus in the City Police to ensure connectivity, synchronization, science and method.

Regarding the situation of officers and soldiers who violated the law in the first quarter of 2025, in implementing Resolution No. 18 of the City Police Party Committee on strengthening the management and prevention of officers and soldiers who violated the law, units in the City Police have basically implemented management measures to prevent officers and soldiers who violated the law according to regulations.

Concluding the Conference, Colonel Nguyen Ngoc Quyen, Deputy Director of Hanoi City Police, requested units to focus on seriously and synchronously implementing a number of groups of solutions to strengthen the work of building a clean and strong police force.
Based on the professional functions of each field, the work of managing cadres must assign appropriate tasks, assess capacity properly, arrange cadres with the right strengths, and detect early signs of deviation to remind and prevent.
