94,402 cadres and civil servants have decided to quit their jobs when reorganizing the apparatus

On September 3, the Government Office announced that the Government had just issued Resolution 268/NQ-CP on the implementation and operation of the 2-level local government model.

The Resolution clearly states that the arrangement and operation of local governments at both levels is considered a revolution in organizing the apparatus, rearranging the mountain range to have new provisions, new spirit to enter a new era - the era of rising up, being rich, civilized, prosperous and prosperous.

In terms of institutions, the Government has issued 112 Decrees, Resolutions on legal norms and many guiding documents focusing on key areas such as defense, inspection, environment, finance, education, organizational apparatus, public service regimes, etc., creating a complete and synchronous legal corridor for the new model.

This is an important basis for localities to unify implementation, ensuring legality, constitutionalism and effectiveness of state management.

Regarding the organization of the apparatus, localities have basically completed the arrangement and consolidation with 465 specialized agencies under the Provincial People's Committee, 9,916 specialized departments at the commune level established, and operating stably.

Facilities and means for service are reviewed and supplemented; many communes and wards are equipped with additional headquarters and working means, meeting the management and operation requirements at the facility.

Regarding personnel work, the settlement of regimes and policies for the team after the reorganization is implemented promptly and transparently.

As of August 19, the whole country had 94,402 people with a decision to quit their jobs; the total number of people submitting to competent authorities for funding approval and the number of people who have been approved by competent authorities for funding is 81,410 people; of which 75,710 people have had their funding resolved according to regulations.

This demonstrates the practical concern and care of the Party and State, ensuring the rights of cadres, civil servants, and public employees, while creating consensus and stability in the team.

Regarding training and fostering, ministries and branches have organized training conferences, with more than 3,300 online points nationwide, focusing on disseminating and updating new regulations, improving management capacity for tens of thousands of cadres, civil servants and public employees at all levels.

The content covers the fields of law, finance, education, labor, diplomacy, trade, agriculture, environment, science, technology, innovation and digital transformation, healthcare, culture, sports and tourism, etc., contributing to improving professionalism and efficiency in performing public duties.

Regarding administrative reform and digital transformation, from July 1 to August 23, the total number of records received by 34 provinces and cities was 6.5 million administrative procedure records, of which 4.8 million were at the commune level; 73.8% were online.

Some localities with a large number of records include: Ho Chi Minh City (753,000 records), Hanoi (500,000 records), Hai Phong (325,000 records), Dong Nai (320,000 records), Nghe An (270,000 records), Thanh Hoa (269,000 records), Dak Lak (251,000 records)...

The promotion of the application of information technology, digitalization, and national data connectivity has contributed to improving transparency, efficiency, and reducing time and costs for people and businesses.

Regarding the political security situation, social order and safety are maintained, public opinion positively evaluates and agrees with the innovation policy and guidelines.
