The Ministry of Home Affairs proposes the responsibility of the Chairman of the Commune People's Committee in the recently completed Draft Decree.

The Ministry of Justice is reviewing the Draft Decree of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and the People's Committees of communes, wards and special zones under provincial levels.

This draft decree, developed by the Ministry of Home Affairs, will replace Decree 45/2025 of the Government.

In the Draft Decree, the Ministry of Home Affairs clearly stated the responsibility of the Chairman of the People's Committee at the commune level:

First, lead and direct the specialized department to perform the assigned functions and tasks.

Second, appointment, reappointment, extension of the time holding management leadership positions, resignation, dismissal, transfer, temporary suspension, removal from positions, rotation, reward, discipline and implement the regime and policies for Department Heads, Deputy Heads of Professional Departments and equivalent according to the provisions of the Party and the law.

Third, check and resolve complaints and denunciations according to authority.

Meanwhile, the responsibility of the People's Committees at the commune level and the Ministry of Home Affairs also clearly states:

Firstly, specifying the functions, tasks, and powers of the professional department in accordance with the instructions of the Ministry of Industry and field management and other relevant documents.
