finalizing the completion date of the Nhon - Hanoi Railway Station urban railway line

Voters in Giang Vo, Ba Dinh, and Lang wards recommended that the Hanoi People's Committee focus on speeding up the progress of key infrastructure projects, including the Nhon - Cat Linh urban railway line, to soon promote investment efficiency, reduce traffic congestion and improve public transport capacity.

In addition, voters proposed to continue prioritizing resources for the renovation and embellishment of To Lich River, speeding up the progress of Yen Xa Wastewater Treatment Plant, thereby gradually improving the quality of the urban environment, overcoming pollution, and ensuring living conditions for people in the inner city.

The Hanoi People's Committee replied:

1. Regarding the implementation progress of the Nhon - Hanoi Railway Station urban railway line: Hanoi City pilot urban railway line, Nhon - Hanoi Railway Station section (abbreviated as Line 3.1) invested by the Urban Railway Management Board.

The 8.5 km elevated section, from S1 station to S8 station, has been put into operation since August 8, 2024. The underground section from S9 station to S12 station (from Cau Giay to Hanoi station) is currently being implemented and is expected to be completed by the end of 2027.

2. Regarding the renovation of To Lich River: The project to renovate, renovate and reconstruct parks on both sides of To Lich River is implemented under the public-private partnership (PPP) method, construction - transfer (BT) contract type.

The scope of the project is along the To Lich River, passing through the wards: Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, Hoang Liet, Hanoi City.

The project has been approved by the City People's Council for investment in Resolution No. 471/NQ-HDND dated November 13, 2025. On November 20, 2025, the City People's Committee issued Document No. 6189/UBND-DT assigning tasks to departments, branches, sectors, and People's Committees of wards to organize the implementation of the above Resolution, and at the same time requesting investors to continue implementing the following procedures.

The project is expected to start construction in December 2025, complete in 2028 and will be organized for implementation, completion, and operation in each section and route of the project.

3. Regarding the implementation of the Yen Xa Wastewater Treatment System Project: The project includes 4 main packages and additional items on the To Lich River, and has started construction since 2019. To date, 2 main packages and additional items on the To Lich River have been completed, specifically:

Package No. 1 (building Yen Xa Wastewater Treatment Plant, capacity 270,000 m3/day and night): The plant has been in trial operation since December 2024 and will be officially inaugurated on August 19, 2025. The average treatment capacity is about 230,000 m3/day and night, collecting all wastewater along the To Lich River.

Package No. 2 (construction of a sewer system for the To Lich River and the main sewer): All items, including additional items, have been completed.

Package No. 3 (construction of a sewer system for the Lu River): The contractor for the remaining items has been re-sected and started construction from October 28, 2025, with a progress of 720 days; is currently striving to speed up the progress to basically complete in 2026.

Package No. 4 (construction of a sewer system for part of Ha Dong area and new urban area): Currently under construction.

Up to now, the Hanoi People's Committee has continued to focus resources on implementing wastewater treatment projects, effectively operating existing wastewater treatment works, ensuring that output wastewater meets standards, contributing to improving the quality of the urban environment.
