Government requests urgent completion of regulations on preferential allowances for teachers
The Government requests the Ministry of Education and Training (MOET) to preside over and coordinate to urgently complete the Decree regulating preferential allowances for teachers.
In Resolution No. 23/NQ-CP of the regular Government meeting in January 2026, the Government requested the Ministry of Education and Training to preside over and coordinate with agencies and localities:
Promptly complete and submit to the Government the dossier of the Decree stipulating the exemption of general education textbooks and the roadmap for tuition fee exemption, curriculum for National Defense and Security Education subjects at higher education and vocational education institutions; Decree stipulating preferential allowances for teachers.
Study regulations, mechanisms, policies, and models for effectively managing and operating inter-level boarding schools in border communes; guide and direct relevant units according to their assigned functions, tasks, and authority to organize the implementation and put them into operation immediately after inter-level boarding schools complete construction and inauguration, not to be passive or confused when there are solid and complete schools according to standards.
Research and develop the Vietnam Higher Education Development Strategy for the period 2026 - 2035, with a vision to 2045, ensuring progress and quality according to regulations, and submit it to the Prime Minister in June 2026.
Continue to complete the plan to implement the Law on Vocational Education, the project to implement a policy pilot mechanism to attract outstanding scientists who are foreigners and overseas Vietnamese to work at higher education institutions, and report to the Prime Minister according to regulations.
Previously, the Ministry of Education and Training proposed the following professional preferential allowance levels:
The 20% preferential allowance is applied to civil servants and employees working in public educational institutions, belonging to the following job position groups:
Group of common professional titles;
Group of job positions in support and service work;
Group of professional titles in the specialized field, excluding positions of teachers and lecturers.
The 30% preferential allowance is applied to officials and employees working in public educational institutions, in one of the following cases:
Teachers directly teaching at universities, academies, universities and training schools under Ministries, ministerial-level agencies, government agencies, Party organizations, socio-political organizations at the Central level, and provincial and centrally-run city-level political schools;
Teachers teaching theory or practice at the college level, intermediate level, vocational secondary education program;
Lecturers working at public higher education institutions;
People directly guiding practice at school workshops, stations, camps, laboratories of public higher education institutions, public vocational education institutions, or guiding practice on training ships;
Management positions without teacher and lecturer codes in public educational institutions; Management positions from the department level and equivalent or higher for university preparatory schools, T78 Friendship School, 80 Friendship School and Viet Bac Highland High School.
The draft also stipulates subjects entitled to preferential allowances of 40%, 50%, 60%, 80%.
According to the draft, the professional preferential allowances for preschool teachers and general education teachers will be applied from January 1, 2026 to the end of December 31, 2030.
From January 1, 2031, the implementation of professional preferential allowances for preschool and general education teachers will be applied according to the provisions of Resolution No. 71, which is at least 70-100% for general education and preschool teachers and 30% for school staff.
