New direction of the Ministry of Education and Training on teacher recruitment

The Ministry of Education and Training has just sent an official dispatch to the People's Committees of provinces/cities directly under the Central Government on recruiting and using the staffing quota for preschool and general education teachers.

According to the content of the Official Dispatch, the Ministry of Education and Training has coordinated with the Ministry of Home Affairs to report to the Central Government to supplement 65,980 teacher positions for localities according to Decision No. 72-QD/TW.

However, by the end of the first semester of the 2024-2025 school year, the whole country still has about 60,000 unrecruited positions while there is a shortage of more than 120,000 teachers at public preschool and general education levels.

In order to solve the shortage of teachers, the Ministry of Education and Training requests the People's Committees of provinces/cities directly under the Central Government to direct the units to urgently recruit teachers to ensure the sufficient number of payroll assigned by the competent authority (including the assigned payroll unused and the payroll is supplemented in the school year 2024-2025). Do not let the arrangement, streamlining the apparatus affecting the recruitment of teachers.

At the same time, implementing solutions to ensure teacher recruitment sources such as: Providing widespread information on recruitment needs; having mechanisms and policies to attract teachers to work in the locality; placing orders for teacher training with training institutions according to local needs; increasing training for teachers who are proficient in ethnic minority languages but have not yet gone through training or fostering classes on ethnic minority language teaching...

The Ministry of Education and Training also requires localities to continue reviewing and transferring teachers from places with surplus to places with shortage; specifically determining the number and structure of teachers still lacking for each school year, each level of education, and subject from the 2026-2027 school year to the 2030-2031 school year, report to the Ministry of Education and Training (according to the form submitted with this Official Dispatch);

Continue to review and rearrange educational institutions; streamline schools on the principle of being favorable to the people and in accordance with the actual conditions of the region, area, and locality. Develop mechanisms and policies to encourage organizations and individuals to establish non-public educational institutions and participate in socializing education to reduce the number of people receiving salaries from the state budget.
