At the peak of the IUU fight, An Giang resolutely banned unqualified fishing vessels from departing

Implementing the Peak Plan to fight against illegal, unreported and unregulated (IUU), departments, branches, units and localities have resolutely implemented it in An Giang province.

Recorded at Ganh Dau Border Guard Station (in particular Phu Quoc area), the unit conducted patrols and controls at sea. As of November 3, all vehicles were inspected for operation. The unit has coordinated with agencies under the Phu Quoc special zone government to organize direct propaganda on vehicles. There are currently more than 2,400 fishing vessels in Phu Quoc special zone, of which the provincial authorities manage more than 460 vessels (with 100% installed VMS). Phu Quoc Special Zone manages more than 2,000 ships (grouped from 6m to under 12m), with 99.35% of ships with expired licenses, 13 ships under the missing area have been notified of registration cancellation. Currently, 28 "3 no" ships have been handed over and managed locally.

Not only strictly handling violations, Phu Quoc Special Zone also synchronously strengthens solutions to comprehensively control the fleet, from inspection, licensing to installation of voyage monitoring devices (VMS).

Border guards mobilize ships and canoes to control the coast, when detecting "3 no" ships, they will place signs "fishing boats are not qualified to operate" and towing them to receiving areas.

As of October 31, 2025, the total number of registered fishing vessels in An Giang province is 9,816, 100% of fishing vessels are fully updated with information on the national fisheries database VnFishbase and fully update information fields to the national population database VNeID; install 100% of VMS journey monitoring devices for fishing vessels operating at seafood exploitation from 15m or more.

During a recent working session on the situation and results of the implementation of the task of combating IUU fishing at the People's Committee of Rach Gia Ward, Chairman of the People's Committee of An Giang Province Ho Van Mung emphasized: The Party and State are very interested and determined in the work of combating IUU fishing. In addition to removing the yellow card and developing a sustainable fisheries economy for people, combating IUU fishing is also a national honor, absolutely not allowing fishermen to violate or illegally fish in foreign waters.

According to the report, there are 880 ships in the province that do not meet the licensing requirements. The Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to provide a list of 880 ships that are not eligible for licensing with full information in the spirit of 4 clear (clear owners, clear status, clear addresses, clear management), all localities with fishing vessels must have this list and have a boarding table on the ship with the content of ships that are not eligible for operation.

Chairman of the Provincial People's Committee Ho Van Mung requested the Department of Fisheries and Fisheries Control to coordinate with localities to immediately grant licenses to ships that have met the conditions. At the same time, coordinate with localities to focus on handling violations and updating data.

In addition to propaganda work, the Provincial Border Guard Command continues to strictly inspect fishing vessels to complete procedures for departure and entry into the port; resolutely not allow fishing vessels to lack procedures, records, documents and equipment according to regulations, fishing vessels with signs that do not meet operating conditions to depart from the port.
