Commune-level cadres in Ho Chi Minh City will be converted to civil servants who do not pass the examination

The Ho Chi Minh City People's Committee has just issued an official dispatch directing the Thu Duc City People's Committee, districts, wards, communes and towns to receive, consider transferring, and appointing commune-level cadres to commune-level administrative civil servants and commune-level civil servants when implementing the arrangement of commune-level administrative units and handling contents related to building a two-level local government model of Ho Chi Minh City in 2025.

According to the directive, in 210 wards of Thu Duc City and 16 districts implementing the urban government model, the Chairman of Thu Duc City People's Committee, the district will base on the administrative civil servant payroll targets in 2025 and the number of civil servants currently available as of May 1, 2025 to review, receive and appoint civil servant ranks for commune-level cadres who have not yet had a decision to appoint civil servant ranks.

For the remaining 63 communes and towns in the 5 districts, the Chairmen of the District People's Committees will also carry out a similar process to receive cadres to commune-level civil servants in accordance with the provisions of Decree 33/2023.

Notably, the reception of commune and ward cadres into civil servants will not require the establishment of an inspection and examination council. The decision to approve, recognize, and appoint the position of cadres working in wards, communes, and towns is as valid as the decision to recruit civil servants for cases that are not civil servants.

The Chairman of the People's Committee of Thu Duc City, District and Commune issued a decision to receive, consider transferring, and appointing the rank of commune cadres to district-level administrative civil servants and public employees working in wards; decided to receive and classify commune cadres' salaries as commune cadres according to their authority.

The Ho Chi Minh City People's Committee requires the entire process of receiving and converting to be completed by June 14, 2025 at the latest.

According to the Project on reorganizing commune-level administrative units in 2025, Ho Chi Minh City will streamline the number of commune-level administrative units to 102, including 78 wards and 24 communes.

After the arrangement, at the district level, 4,946 civil servant staffing quotas will be re-allocated to the commune level. In particular, the current force of cadres, leaders and managers at the district level will play a core role in the new commune-level administrative units.

61,998 civil servants and employees receiving salaries from the budget at the district level will be transferred to the commune level, in accordance with the assignment of management to new public service units established after the arrangement.

In the ward, commune and town blocks, 6,627 cadres and civil servants working at the current commune-level People's Committees (including 2,011 cadres and 4,616 civil servants) will be retained in the commune-level payroll after the arrangement.

After adjustment, the total number of commune-level cadres and civil servants in Ho Chi Minh City will be 11,573 people.

Notably, 5,562 non-professional workers at the commune level will be given the regimes and policies according to regulations and completed in 2025.
