Prohibit the use of AI to illegally fake videos, images, and voices of others
The Law on Cyber Security (amended) stipulates that AI or new technology is prohibited from being used to forge videos, images, and voices of others in violation of the law.
The National Assembly has passed the Law on Cyber Security (amended), which will take effect from July 1, 2026.
This law stipulates many prohibited acts on cybersecurity.
Accordingly, it is forbidden to fabricate, slander, false information, offend the dignity, honor, and reputation of others or cause damage to the legitimate rights and interests of other agencies, organizations, and individuals.
Prohibiting false information that causes confusion among the people, causes damage to socio-economic activities, causes difficulties for the normal operations of state agencies or civil servants, and violates the legitimate rights and interests of other agencies, organizations and individuals.
At the same time, it is forbidden to fabricate or untrue information about products, goods, money, bonds, vouchers, receipts, checks and other valuable documents; fabricated or untrue information in the fields of finance, banking, e-commerce, multi-level business, securities.
In particular, prohibit the appropriation, sale, confiscation, and intentional disclosure of information belonging to State secrets, working secrets, business secrets, personal secrets, family secrets, and private life that affect the honor, reputation, dignity, rights and legitimate interests of agencies, organizations, and individuals.
This law also stipulates the prohibition of intentional illegal listening, recording, and recording of conversations on cyberspace; disclosure of information about civil code products, information about customers legally using civil code products; use and trade of civil code products of unknown origin.
Prohibiting fraud and appropriation of property; organizing gambling and gambling on the Internet; propagating, advertising, and trading of prohibited goods and services according to the provisions of law;
Forging the electronic information page of an agency, organization or individual; forging, circulating, stealing, buying, selling, illegally collecting, or exchanging information on credit cards, bank accounts, cryptographic assets, digital assets of others; forging documents of an agency or organization.
Do not use artificial intelligence (AI) or new technology to forge videos, images, and voices of others in violation of the law; illegally collect, use, disseminate, exchange, transfer, or do business in information and personal data of others.
Prohibit illegal entry into telecommunications networks, computer networks, information systems, information processing and control systems, databases, and electronic means of others.
Opposing or obstructing the activities of cyber security forces; attacking and illegally disabling cyber security measures that are ineffective.
Taking advantage of or abusing cybersecurity protection activities to infringe upon sovereignty, interests, national security, social order and safety, the legitimate rights and interests of agencies, organizations, individuals or for personal gain.
