On April 15, Minister of Finance Nguyen Van Thang - Chairman of the Social Insurance Management Board signed Official Letter No. 4860/BTC-BHXH to the Secretaries of the Provincial Party Committee, the Party Committees of provinces and centrally run cities and the Chairmen of the People's Committees of provinces and centrally run cities to propose continuing to strengthen leadership and direction in implementing social insurance (SI), health insurance (HI) and unemployment insurance (UI).
Accordingly, in order to promptly deploy the tasks of the Vietnam Social Insurance under the new organization immediately after implementing the reorganization of the apparatus of social insurance agencies at all levels, and at the same time, ensuring the successful implementation of coverage goals in 2025, the Ministry of Finance recommends that localities focus on a number of key tasks.
Strengthen the dissemination, dissemination and education of laws on social insurance and health insurance, especially the new contents stipulated in the Law on Social Insurance No. 41/2024/QH15, Law on Health Insurance No. 51/2014/QH15 so that cadres, party members, employers, employees and the people clearly understand the necessity, role and benefits of social insurance and health insurance policies. Thereby, creating consensus and unity in organizing implementation, promoting the participation in social insurance and health insurance, contributing to ensuring long-term and sustainable social security.
Based on the annual resolutions of the Party and the Government, include the target of developing social insurance and health insurance participants in the Resolution of the People's Council on the task of annual socio-economic development, each level's stage according to the provisions of Resolution No. 102/NQ-CP and Resolution No. 69/NQ-CP on assigning development targets to social insurance participants and Decision No. 546/QD-TTg on assigning targets for health insurance coverage for the period 2022 - 2025.
Localities should pay attention to leading and directing the full issuance of policies to support people and workers to encourage participation in social insurance and health insurance; at the same time, develop plans, programs and solutions to organize effective implementation.
The Ministry of Finance recommends that localities direct the establishment and completion of the Steering Committee for the implementation of social insurance and health insurance policies at the provincial and commune levels; improve the quality and effectiveness of coordination of steering committees at all levels; competent agencies and social insurance agencies in implementing solutions to develop participants, reduce late payment fees.
Ensure the full rights of workers and people participating in social insurance and health insurance with the simplest, most reformed procedures, fastest time; step up inspection, examination, control, associated with preventing and combating corruption and profiteering to optimize social insurance and health insurance funds.
Along with that, coordinate with the regional Social Insurance and relevant agencies to synchronously deploy solutions for management, effective use of the health insurance fund and estimate the cost of medical examination and treatment assigned by health insurance. Strengthen consultation to help provincial People's Committees implement state management of health insurance through inspection, examination and handling of violations.
At the same time, there are solutions to prevent the abuse and profiteering of the health insurance fund; inspect and examine health insurance medical examination and treatment facilities that do not adjust the unreasonably high cost of health insurance medical examination and treatment according to the recommendation and warning of the Social Insurance agency.
The Minister suggested that localities continue to direct health insurance medical facilities to provide adequate medicine, chemicals, and medical equipment to serve patients, not allowing patients to buy them themselves.
Request medical facilities to carry out medical examination and treatment, prescribe treatment according to the prescribed regimen, treatment instructions, and technical procedures of the Ministry of Health; increase the application of information technology, digital transformation in medical examination and treatment activities, exploit VssID and VneID applications when performing medical examination and treatment procedures; fully and accurately update information about medical examination and treatment and transfer data to the Social Insurance agency according to regulations to serve medical examination and treatment management, create a national database on health, build electronic health records and appraisal, and promptly pay for health insurance.
At the same time, he directed health insurance medical facilities to proactively detect, review, inspect and adjust appropriately the high cost of health insurance medical examination and treatment according to the warning recommendation of the Social Insurance agency.
